CE to attend Legislative Assembly session on 14 April
The Chief Executive, Mr Ho Iat Seng, will attend a plenary session of the Legislative Assembly on 14 April to answer Legislative Assembly members’ questions on Government policy and social issues. CE meets Portuguese Ambassador to China to strengthen cooperation ties
The Chief Executive, Mr Ho Iat Seng, met with the Ambassador of Portugal to China, Mr Paulo Jorge Pereira do Nascimento, to discuss Macao’s platform role between China and Portuguese-speaking countries, strengthening economic and trade cooperation, and patrimony linked to Portuguese culture, and its conservation. During the recent meeting at the Government Headquarters in Macao, the Chief Executive said that he would lead a delegation to Portugal in April comprising officials of the Macao Special Administrative Region (MSAR) Government and local entrepreneurs, in order to seek greater avenues for investment and trade between enterprises from the two places. Macao, as also a bridge linking China and Portuguese-speaking countries, would continue to give full play to: the advantages arising from the “One country, two systems” principle; the unique charm of the city’s language traditions and culture; the fostering of the city’s “one centre, one platform, and one base” strategic positions; and deepening ties between China and Portuguese-speaking countries in terms of economic and trade cooperation. The Chief Executive additionally said that Macao and Portugal had long historical ties. The MSAR Government had always paid great attention to the contributions and cultural heritage of the Portuguese community in Macao. The MSAR Government strove to help preserve the community’s unique traditions, language, culture, and customs. Such effort was reflected in the existing legal system, and could also be seen in the city’s education system, architecture, and public works, Mr Ho stated. Speaking at the meeting, Ambassador Nascimento said the Portuguese Government would offer the utmost support regarding the Chief Executive’s forthcoming visit. Mr Nascimento said he hoped the April visit would help consolidate the connection, exchanges, and cooperation between Macao and Portugal. Ambassador Nascimento also said that Macao’s platform roles would be helpful for enterprises from Portuguese-speaking countries when it came to investment in, respectively, the Guangdong-Macao Intensive Cooperation Zone in Hengqin; the Guangdong-Hong Kong-Macao Greater Bay Area; and other cities on the mainland. The combination of Macao, as part of the Greater Bay Area, and Portugal, in terms of its advantageous roles in medicine, new technologies and ocean economy, would be conducive for advancing development of the Greater Bay Area. [Expand Business Opportunities Together] IPIM will accept applications from Macao enterprises to participate in the 6th CIIE from today (27)
In order to help local enterprises to seize development opportunities and “go global” to open up business markets, and further foster the moderate diversification of Macao’s economy, the Macao Trade and Investment Promotion Institute (IPIM) will accept applications from Macao enterprises to participate in the “6th China International Import Expo” (CIIE) from 27 March to 11 April. “CIIE” is a national-level expo with the theme of imports. The 6th CIIE will be held at the National Exhibition and Convention Centre (Shanghai) from 5 to 10 November. IPIM will set up exhibition space in the “Food and Agricultural Products Exhibition Area” and “Service Trade Exhibition Area” of the 6th CIIE to organise for local enterprises engaged in creating “Made in Macao” food and beverages, serving as agents for Portuguese-speaking countries’ food and beverages, and engaged in professional services (translation, law, accounting) for the Portuguese-speaking market to participate in the Expo. Nearly 100 Macao enterprises participated in the promotion conference to understand the charm of the Expo In addition, in order to deepen Macao enterprises’ understanding and enable them to grasp the highlights and development opportunities of the Expo, the China International Import Expo Bureau (CIIEB), the National Exhibition and Convention Centre (Shanghai), the Trade Division of the Department of Economic Affairs under the Liaison Office of the Central People’s Government in the Macao SAR and IPIM co-hosted the “6th Promotion Conference of the China International Import Expo (Macao)” on March 10, in which nearly 100 representatives of Macao enterprises participated. Last year, some participating Macao enterprises successfully signed letters of intent for alcohol procurement Looking back at the 5th CIIE, more than 2,800 enterprises from 127 countries and regions participated in the Expo of which 284 are Fortune 500 companies and industry leaders. The exhibition area of the Expo was 366,000 square metres, displaying 438 new products, new technologies and new services, and the transaction amount reached US$73.52 billion. Last year was the fifth consecutive year that had IPIM organised Macao enterprises to participate in the Expo, and set up exhibition spaces in the “Food and Agricultural Products Exhibition Area” and “Service Trade Exhibition Area”. The total exhibition areas were 660 square metres, and a total of 35 Macao enterprises participated in the Expo. Over 1,000 business matchmaking sessions were held on-site, and two Macao enterprises even successfully signed letters of intent worth over a million US dollars for the procurement of alcohol products at the Expo. Major overseas visitor market — MGTO arranged the first post-pandemic familiarization trip for Korean travel trade to tap the market
【MGTO】Macao and Korean travel trade discuss business opportunities at networking seminar Since Korea eased its pandemic border restrictions in March, flights between Macao and Korea are gradually restored. Macao Government Tourism Office (MGTO) promptly arranged the first post-pandemic familiarization trip and networking seminar for Korean travel trade from 26 — 28 March, with the hope that visitor arrivals from Korea will rebound to its leading level as Macao’s major international visitor market. First to experience new tourism elements MGTO commissioned its market representative in Korea to invite 14 representatives of top travel agencies in Korea to embark upon a four-day familiarization trip in Macao on 26 March. The trip encompassed Macao’s kaleidoscope of “tourism +” elements for their first-hand experience. They visited Macao’s various attractions and major integrated resorts, besides getting immersed in new highlights such as “Visiting the Ruins of St. Paul’s in Space and Time - Exhibition of Virtual Reality at the Ruins of St. Paul’s”. Starting from 27 March, the Macao Grand Prix Museum and Madame Tussauds Hong Kong are exhibiting the wax figures of eight internationally-renowned racing drivers as their first collaborative project. The delegation thus had the opportunity to behold the figures on the launch day. They can then recommend this latest “tourism + sports” attraction to Korean travelers and car racing fans for further market development. Macao – Korea travel trade networking seminar facilitated cooperation MGTO also organized a Macao – Korea travel trade networking seminar yesterday (28 March). Around 80 representatives from local hotels, travel agencies, integrated tourism resorts and tourism-related facilities were invited to discuss business opportunities with Korean trade delegates. Together they designed tourism products for Korean travelers, explored possibilities of cooperation and propelled tourism recovery on both sides. Korea ranked as top one international source market before the pandemic In 2019, Macao registered over 740,000 visitor arrivals from Korea, which ranked as the largest international visitor market to Macao. The Financial Intelligence Office of Macao visited the relevant anti-money laundering agencies of the People's Bank of China
With the easing of the epidemic and relaxation of border control measures, economic activities and movement of people between Mainland and Macao were gradually resumed. In order to enhance the cooperation mechanism and the effectiveness of prevention and control of cross-border money laundering risks, regular meetings and visits were held by the Financial Intelligence Office (GIF) with counterparts in Mainland. The director of GIF, Chu Un I, and other representatives went to Beijing from 22 to 24 March 2023, to meet with the Anti-Money Laundering Bureau (AMLB) of the People's Bank of China, the China Anti-Money Laundering Monitoring and Analysis Center (CAMLMAC) and the National Internet Finance Association of China (NIFA). The representatives of GIF first met with AMLB and CAMLMAC, to share experiences in the preparation of mutual evaluation of anti-money laundering and counter terrorism financing (AML/CFT), to discuss the typologies and latest trends of cross-border suspicious transactions and to explore ways to enhance cooperation mechanism between authorities. The representatives of GIF then met with NIFA, to discuss the potential risks and threats of money laundering and terrorism financing brought by virtual assets and virtual assets service providers, as well as, the methodology and financial technology in place in identifying virtual asset-related transactions. As the commercial and economic activities between Mainland and Macao are progressively increasing, strengthening the AML/CFT cooperation across border remains crucial. In the future, GIF will continue to maintain close communications with the AML authorities of Mainland and to share the latest information on AML/CFT, so as to effectively mitigate money laundering and terrorism financing risks caused by cross-border illicit fund flows. CE affirms Forum Macao’s positive role in Macao’s effort to link China and Portuguese-speaking countries
The Chief Executive, Mr Ho Iat Seng, today affirmed the role of the Forum for Economic and Trade Co-operation between China and Portuguese-speaking Countries (Macao), known as Forum Macao, in helping Macao realise its strategic position as a commercial and trade cooperation service platform between China and the Portuguese-speaking countries (the “one platform” policy). Mr Ho made the remarks during a speech delivered at a reception to mark the 20th anniversary of Forum Macao. The Chief Executive stated that, in the context of the continuous growth in the activities of the Macao Special Administrative Region (MSAR) as a platform between China and the Portuguese-speaking countries, it was hoped Forum Macao would make even better use of the MSAR’s unique advantages, and opportunities arising from the development of the Guangdong-Macao Intensive Cooperation Zone in Hengqin, in conjunction with Macao’s “1+4” strategy for appropriate economic diversification. This, he said, would help Macao enterprises to play a greater role in promoting economic and trade cooperation between the mainland and the Portuguese-speaking countries, and facilitating people-to-people exchange among these countries. This year was of great significance to the MSAR, as 2023 marked the beginning of implementation of the guidelines outlined respectively in the 20th National Congress of the Communist Party of China (CPC) and the recently-concluded “Two Sessions”, as well as a critical period for implementation of the 2nd Five-Year Plan for Economic and Social Development of the MSAR. With the strong support of the country, and the advantage of the Forum Macao mechanism, there would be new impetus for advancing Macao’s role as a trade and service platform between China and Portuguese-speaking countries, added Mr Ho. Macao – by making use of the MSAR’s inherent strengths and the development path set out for Forum Macao since its founding two decades ago – had been strengthening its role in linking China and the Portuguese-speaking countries. The support of the Central Government and the country’s Ministry of Commerce had been indivisible elements in Macao’s growing role as a platform between China and the Portuguese-speaking countries. So had the support of the governments of those Portuguese-speaking countries, as well as the effort made by successive leaders of the Permanent Secretariat of Forum Macao. The economic and commercial cooperation between China and the Portuguese-speaking countries had achieved encouraging results, with strengthened ties in various fields. All these efforts had helped in boosting Macao’s influence in the international community, and in promoting the city’s development. The Chief Executive stressed the MSAR Government strictly adhered to the guidelines issued at the 20th CPC National Congress and the "Two Sessions”, prioritising Macao’s strategic positions as “one centre, one platform, and one base”, while making full use of the favourable policies and measures introduced by the Central Government in order further to integrate the city into overall national development. The 20th anniversary of Forum Macao was not only a historic milestone, but also a prime moment for high-quality advances in Macao’s role of linking China and the Portuguese-speaking countries, said Mr Ho. The MSAR Government would give its full support to assisting the work of the Permanent Secretariat of Forum Macao, and would spare no effort in preparing for the next edition of the Ministerial Meeting of Forum Macao. Likewise, the MSAR Government would spare no effort in expanding Macao’s role as a platform between China and the Portuguese-speaking countries. This would contribute to an all-round deepening of cooperation in economic, commercial, and cultural affairs, and to promotion of people-to-people exchanges among those countries. The result would be a joint exploration of fresh opportunities, in the interests of a brighter future for all, Mr Ho added.

33rd Macao Arts Festival received an enthusiastic response from the public on the first day of ticket sales
Tickets for the 33rd Macao Arts Festival (MAF), organised by the Cultural Affairs Bureau, went on sale simultaneously through the Macau Ticketing Network outlets, telephone and online booking from 10am on 26 March. Many people bought tickets at the ticketing outlets on the first day of ticket sales for this year’s Festival in spite of the rain. The opening performance Rite of Spring presented by Yang Liping and the closing performance Patuá theatre Carnavaland were highly sought after. The programmes On Substance of Time by Portuguese Contemporary Dance Company and New Dragon Inn by Shanghai Jingju Theatre Company had an enthusiastic response. Macao-Hengqin Delegation’s First Overseas Visit for Investment Promotion Gains Fruitful Results: Ten Investment Promotion Events during the 10-day Visit Highlight Synergistic Effect of “1+1＞2”
From 12 to 21 March, the Macao-Hengqin Investment Promotion Delegation (“the Delegation”) organized a number of events such as investment promotions, seminars, market surveys, and visits to local enterprises in Indonesia, Singapore and Malaysia. The Delegation held about 280 business matching sessions and facilitated the on-site signing of six cooperative projects, showing the international community that the Macao-Hengqin joint economy is pursuing integrative development and high-level opening up. It is worth noting that the business mission features the first overseas investment promotion effort of the Executive Committee of the Guangdong-Macao In-Depth Cooperation Zone in Hengqin (“the Cooperation Zone”) since its establishment and also the first joint delegation of Macao and the Cooperation Zone, laying a solid foundation for Macao and Hengqin to establish a collaborative mechanism for investment promotion and jointly explore investment opportunities. Hengqin-Macao integration highlighted at the investment promotion events In the 10-day visit, the Delegation comprehensively introduced the investment and business environment as well as preferential policies of Macao and Hengqin in four cities of three countries. It also demonstrates the synergistic effect of ‘1+1＞2’.” IPIM President Vincent U said the event emphasized accurate business matching. For example, a themed exhibition was held in Singapore for business matching with local exhibition agencies, which facilitated around 100 negotiations. In Malaysia and Indonesia, the Delegation cooperated with internationally renowned accounting firms and facilitated about 180 business matchings through the network of professional organizations. A variety of intensive, pragmatic, and efficient events that the Delegation arranged helps to promote mutual understanding and economic and trade cooperation between Macao-Hengqin and the three Southeast Asian countries in numerous fields. These events will also help attract high-quality and high-growth landmark projects and key node projects in the industrial chain to Macao and the Cooperation Zone, further promoting Macao-Hengqin’s high-quality development. Perspective investment promotion co-launched by Macao and Hengqin Since its inception, the Cooperation Zone in Hengqin has joined hands with Macao to innovate cross-border cooperation models and enhance investment environment and business advantages, gradually building a new model – “Macao Platform + International Resources + Hengqin Space + Results Sharing”, to promote collaborative development of Macao-Hengqin industries. Located in the Guangdong-Hong Kong-Macao Greater Bay Area, Macao and Hengqin are among the regions with exceptional degree of openness and robust economic vitality in China. Whilst implementing the “1+4” strategy for moderate and diversified industrial development, Macao has leveraged its business advantages under the framework of “One Country, Two Systems”, including free ports and separate customs areas. The region pursues its development orientation as “One Center, One Platform, One Base”, enhancing the linkage effect of resources in domestic and international markets, and striving for new growth and new horizons. The Cooperation Zone has been strategically positioned as (1) a new platform to promote a moderately diversified economic development of Macao, (2) a new space to facilitate Macao residents’ life and employment, (3) a new demonstration to enrich the implementation of “One Country, Two Systems”, and (4) a new pioneer to promote development of Guangdong-Hong Kong-Macao Greater Bay Area. It has been pushing forward the high-quality development of four key industries including sci-tech R&D and high-end manufacturing, traditional Chinese medicine, cultural tourism, MICE business and modern finance. “Throughout the investment promotion tour, we found that ASEAN investors have great expectations for Macao-Hengqin development, since investments can open up direct access to Macao-Hengqin markets or indirect access to the Chinese mainland market through Macao-Hengqin,” as stated by Director of the Economic Development Bureau of the Cooperation Zone, Mr. António Lei. In the time ahead, chambers of commerce, institutions, and enterprises contacted by our delegation will be invited to visit Macao and Hengqin, so that they can gain an in-depth understanding of our investment environment, which will help them make an informed decision to start business here. This attempt proved the positive effect of the joint investment promotion model, expected to be carried on in more business tours. The Delegation is currently planning investment promotion tours to Japan and South Korea in the near future.

In line with the “1+4” moderately diversified development strategy and continuing to introduce investors to the local market, the Macao Trade and Investment Promotion Institute (IPIM) actively makes various investment promotion efforts, focusing on accelerating the implementation of more new projects. From 2020 to 2022, IPIM’s “one-stop” service for investors received 820 new investment plans, of which 552 were completed and followed up, and 157 of them involve, with the R&D and manufacturing of traditional Chinese medicine as entry point, projects of the four major industries, such as the big health, modern finance, high-tech, MICE business, culture and sport. Being optimistic about the new mode of joint development of industries in Macao and Hengqin Investors stated that they have chosen to settle in Macao for the following reasons: 1) they are optimistic about Macao’s great geographical advantages as a tourist city adjacent to Mainland China; 2) they are optimistic about the development of Hengqin, and the integration of Macao and Hengqin can bring new opportunities for enterprises engaged in smart cities and smart living; 3) they understand that Macao has a grand vision of development which is to integrate into the Guangzhou-Shenzhen-Hong Kong-Macao scientific and technological innovation corridor, therefore, they are also optimistic about the future development potential of Macao and willing to settle in Macao in advance. From January to February 2023, the “one-stop” service for investors received 56 new investment plans, which stands for a considerable increase compared with the same period in 2022, reflecting the international recognition and confidence in the prospects of the Macao market and the new model of industrial linkage development of the “Macao Platform + International Resources + Hengqin Spaces + Results Sharing” . “Going Global” for the accurate business matching and investment promotion In addition, IPIM and the Guangdong-Macao In-depth Cooperation Zone in Hengqin jointly “went global” to attract investment. From March 12 to 22, a delegation was formed to visit Indonesia, Singapore, and Malaysia. Through multiple accurate business matchmaking arrangements, a total of 10 investment promotion and matchmaking activities were held, in which about 280 matchmaking and negotiation sessions were organized, resulting in 6 signed projects, and multiple local enterprises related to the four major industries were visited, helping to implement the goal of moderate diversification of Macao’s economy. Implementation of “attracting investment through exhibition” Furthermore, in deepening the implementation of “attracting investment through exhibitions”, IPIM adheres to the principle of “proper positioning prior to the exhibitions, follow-up during the exhibitions, and performance tracking after the exhibition”, allowing businessmen participating in exhibitions to deeply understand the advantages of Macao’s business operations, thus exerting the momentum of “industry + conventions and exhibitions”. From 2020 to 2022, IPIM arranged more than 7,000 business matchmaking sessions during the convention and exhibition business activities to facilitate two-way trade and investment cooperation between all parties. In the future, IPIM will continue to expand channels for attracting investment, promote the business environment and advantages of Macao, and encourage more investors to develop business in Macao. Moreover, IPIM will further optimize and integrate its investment services, and, by combining with the “industry + conventions and exhibitions” and other models, create a sustainable business environment for enterprises, thereby enriching the diversified development of Macao’s industries.
