CE calls for effort to turn ‘Two Sessions’ spirit into practical steps
The Chief Executive, Mr Sam Hou Fai, today called for further effort to translate the spirit of the “Two Sessions” into concrete actions. He also urged continuous innovation to support Macao’s development, as Macao participated in, and contributed to, the country’s modernisation. In addition, Mr Sam urged greater contributions to build China as a strong nation and for the country’s great rejuvenation. Mr Sam made the remarks today during a briefing in Macao to promote policies and aspirations outlined in the recently-concluded “Two Sessions” in Beijing, i.e., meetings of, respectively, the 14th National People’s Congress (NPC) and the 14th Chinese People’s Political Consultative Conference (CPPCC). Mr Sam said President Xi Jinping and the central authorities have overseen the overall situation with a sense of composure and unity, and have led the nation to forge ahead and overcome challenges, taking solid steps towards the country’s modernisation, and achieving extraordinary accomplishments. As the country further deepened comprehensive reforms and expanded high-level opening up, this would bring new development opportunities for Macao. This year marked the conclusion of the country’s 14th Five-Year Plan and the initiation of the 15th Five-Year Plan, giving this year’s “Two Sessions” greater significance. During the “Two Sessions”, President Xi issued important directives on: implementing a new development philosophy; promoting high-quality development; social governance; and addressing significant issues in education, science and technology, and talent development. Premier Li Qiang stated in the Report on the Work of the Government the support given for Macao’s economic development, improvement of local livelihoods, deepening of international exchanges, and better integration into the national development plan. Vice Premier Ding Xuexiang, while participating in a Macao delegation’s meeting during the “Two Sessions”, noted that Macao was facing a critical period for boosting economic development and growth, and urged Macao delegates to offer additional ideas on the topic. He also said he hoped Macao would actively participate in the development of the “Belt and Road” initiative through Macao’s “precise connector” mechanism, and its platform function serving China and Portuguese-speaking countries. The strong expectations and steadfast support from the central authorities for Macao’s development were inspiring and encouraging, said Mr Sam. The Chief Executive raised six points of understanding in the context of the actual situation of Macao. First, the need firmly to implement President Xi’s important speeches delivered during his latest inspection of Macao, along with the central authorities’ decisions and deployments relating to the Macao Special Administrative Region (MSAR), in a bid to open new avenues for development and for continuously creating new brilliance. Second, is the need to deepen public administration reform, strengthen coordination, and enhance governance efficiency. Third, is the need to aim for greater integration between Macao and Hengqin and innovate in legal-system matters, as a breakthrough point to accelerate the construction of the Guangdong-Macao Intensive Cooperation Zone in Hengqin. Fourth, is the need to strive for economic growth, enhance momentum, and plan for the long term, effectively promoting substantive achievements in relation to appropriate economic diversification. Fifth, is the need to uphold a people-centred approach, with a view to handling practically livelihood-related matters, and continuously improve the people’s sense of gain, happiness, and security. Sixth, is the need to consolidate and enhance Macao’s unique position and advantages, deepen international exchanges, demonstrate greater contributions on the international stage, and better integrate into serving overall the national development outlook. Vice Chairman of the CPPCC National Committee Mr Ho Hau Wah also delivered a speech at today’s briefing session. Mr Ho said 2025 marked the conclusion of the country’s 14th Five-Year Plan, the initiation of the 15th Five-Year Plan, the beginning of a new-term MSAR Government, and the eighth Legislative Assembly Election would be held this year, making it a year filled with opportunities and challenges. It was essential to seize the opportunity presented by the 15th Five-Year Plan and prepare for the MSAR’s third Five-Year Plan for Economic and Social Development, further integrate into the national development agenda, and establish a greater number of long-term strategies for Macao’s appropriate economic diversification. Mr Ho said he firmly believed that the current-term MSAR Government has a constructive development blueprint. As representatives of the patriotic forces of Macao, Macao delegates to the NPC and members of various levels of the CPPCC need to elevate their political role, and maintain ideological unity with the MSAR Government, said Mr Ho. This served as the foundation for political consensus. Continuous communication, increased mutual trust, and the provision of constructive suggestions would be vital to the ongoing development of Macao. Mr Ho called on the patriotic forces to strengthen ideological guidance, unite as one, play a role in consolidating societal consensus, firmly support the Chief Executive and MSAR Government in law-based governance, and make new contributions to the great cause of “One country, two systems” principle in Macao. Mr Ho said MSAR Government must prioritise its actions in order to focus on reforms and establish a solid foundation for long-term development. The Government should avoid being overwhelmed by numerous demands that could lead to a situation where it could never fully satisfy the entire society. In this regard, patriotic forces should play a more proactive role. During the session, the Director of the Liaison Office of the Central People’s Government in the MSAR, Mr Zheng Xincong, put forward three opinion points. First, is the need to strengthen confidence in advancing China’s path to modernisation. Confidence stems from an increasingly solid foundation for the concept of stability, more powerful strides of progress, and the growing momentum of innovation.Second, is the need to gain a clear understanding of the current international and domestic situation. Historic opportunities should be seized; development trends should be followed. Third, is the need to focus on practical implementation and the carrying out of tasks in an effective manner. There is a need to delve deep into studying the spirit of President Xi’s important speeches made during his inspection of Macao; and to shoulder the important mission of implementing “One country, two systems” in the new era. Opportunities should be seized, and tasks implemented earnestly, and a new chapter of high-quality development written for Macao. In this process, four key areas needed further attention: promotion of appropriate economic diversification; the steadfast upholding of national security and the overall stability of Macao; a focus on enhancing the MSAR Government’s governance capabilities and levels; and effort better to serve national development. Mr Zheng expressed hope that attendees at the briefing would take the lead in promoting the spirit of the “Two Sessions”; implement the central authorities’ decisions and deployments; support the MSAR Government in law-based governance; and foster social consensus.

Chief Executive plants Machilus chinensis tree to promote joint construction of ecological civilisation
12 March is the Arbor Day of China every year. The Chief Executive Sam Hou Fai planted a Machilus chinensis tree on the Taipa Pequena 2000 Circuit today (12 March) to promote the idea of loving, planting and protecting the green, in the hope of respecting and protecting nature together with the public in Macao, achieving the harmonious co-existence with nature. On the annual Arbor Day, tree planting activities are held in various places across the country to raise the social awareness of environmental protection. The Chief Executive Sam Hou Fai planted a Machilus chinensis sapling of about 3 metres tall on the Taipa Pequena 2000 Circuit in the company of Cheong Weng Chon, Secretary for Administration and Justice, Chao Wai Ieng, Chairman of the Administration Committee on Municipal Affairs of the Municipal Affairs Bureau (IAM), and Hoi Lok Man, Chairwoman of the Consultative Committee on Municipal Affairs of IAM. In addition, the Chief Executive presided over the unveiling of the stone plaque engraved with the message of “lush foliage from the same root draws concentric circles together”, meaning that the Motherland and Macao have the same root and origin and are closely connected; in pursuit of advancement and prosperity, Macao and the Motherland jointly create the Chinese concentric circles. The former Chief Executives of the Macao SAR had planted Machilus chinensis trees in the “celebrity tree planting zone” of the Taipa Pequena 2000 Circuit. Belonging to the Lauraceae family, Machilus chinensis is a long-living tree in southern China and a native species in Macao. It is tall and straight in shape with elegant appearance and outstanding texture. Machilus chinensis is an excellent ecological landscape tree species that grows colourful flower buds and young leaves.

2025MIECF Attracts Traders from Nearly 40 Countries and Regions and Expands Its International Circle of Friends
The 2025 Macao International Environmental Co-operation Forum & Exhibition (2025MIECF) will be held from 27 to 29 March. This year’s event has attracted exhibitors, traders and delegations from nearly 40 countries and regions, representing a significant increase of 15% in the number of international participants from last year. This shows that the 2025MIECF has continued to expand its international circle of friends and has become increasingly internationalised. Special exhibition zones and matching sessions to enhance internationalisation and marketisation The 2025MIECF has set up five exhibition zones, including the “Debut Economy Projects Zone” and the “Green Future Industry Zone”, which have attracted more than 60 overseas enterprises to showcase their latest environmental projects. In addition, more than 100 international enterprises from Asia Pacific, Europe and Portuguese-speaking countries and regions will participate in the event, demonstrating the degree and scope of the event’s internationalisation. A series of international exchange activities will also be organised during the event, including the Roundtable Seminar on Green and Low-Carbon Urban Transformation and Industry Co-operation, where representatives from Belgium, Brazil, Vietnam, Malaysia, the Philippines, South Korea, Japan, Thailand, Uzbekistan, and other countries and regions will gather and facilitate city-to-city exchanges and business co-operation. Moreover, five themed matching sessions will be arranged for buyers and trade visitors from home and abroad, creating opportunities for negotiation and co-operation, helping participants seize tremendous international green co-operation opportunities, and promoting the marketisation of the MIECF. International experts discussing green innovation and sustainable urban development Gino Van Begin, Secretary General of ICLEI – Local Governments for Sustainability, has been invited to deliver a keynote speech on “Innovative Green Development and Building a Beautiful City” at the 2025MIECF, to explore in depth the path to green urban development. Founded under the aegis of the United Nations, ICLEI reaches out to more than 2,500 cities in over 120 countries and regions. It drives forward low-carbon, resilient and circular development through international co-operation and technical assistance. During the event, there will be more than 20 themed activities in which world-renowned experts and industry leaders will be invited to share new trends and opportunities in the development of global carbon credit markets, low-carbon urban transformation, industry co-operation, etc., helping participants track industry trends and explore business opportunities. CE attends NPC opening meeting in Beijing
The Chief Executive, Mr Sam Hou Fai, today attended the opening meeting of the third session of the 14th National People’s Congress (NPC), in Beijing, where he listened to the Report on the Work of the Government delivered by the Premier of the State Council, Mr Li Qiang. In the work report delivered this morning, Premier Li emphasised the need to implement fully, accurately, and unwaveringly, the principles of “One country, two systems”; “Hong Kong people administering Hong Kong”, “Macao people administering Macao”; and a high degree of autonomy for the two places. There would be maintenance of the constitutional order of the Special Administrative Regions as defined by the Constitution of the People’s Republic of China and the respective Basic Laws of Hong Kong and Macao, and the implementation of the principles of “patriots administering Hong Kong” and “patriots administering Macao”. There would be support for the economic development and improvement of people’s livelihoods in Hong Kong and Macao; and the deepening of international exchanges and cooperation, better to integrate the two places into the national development strategy, as well as for the maintenance of the long-term prosperity and stability of Hong Kong and Macao. The Chief Executive expressed his heartfelt gratitude to the central authorities for their long-term care and support for the Macao Special Administrative Region (MSAR). He stated that the MSAR Government would continue to implement firmly and fully the “One country, two systems” principle, and consolidate and develop the achievements of the principle’s successful practice in the context of Macao’s distinctive characteristics. National security is a fundamental principle of the “One country, two systems” principle, and the MSAR must continue to safeguard the sovereignty, security, and development interests of the country. The year 2025 would be the concluding period of the 14th Five-Year Plan, when the central authorities were focusing on high-quality development goals, while planning the 15th Five-Year Plan, said Mr Sam. This year’s NPC meetings were being held at this critical juncture of succession and innovation, and held great significance. The MSAR Government would join hands with all sectors of society earnestly to study and implement the spirit of the NPC’s proceedings, and seize the opportunities brought to Macao by the country’s further advancement of the Chinese path to modernisation, with the “One country, two systems” principle as the foundation, and guided by the important speeches made by President Xi Jinping during his inspection of Macao last year. With determination and with the courage to make reforms, the MSAR Government will write a new glorious chapter in Macao’s development. The Chief Executive said the MSAR Government would follow the central authorities’ deployments in relation to further comprehensive deepening of reforms, and translate the spirit of the NPC into practical actions. By enhancing interdepartmental coordination and synergy between policies, the MSAR Government would dedicate further effort to improve its efficiency and its level of governance. It would focus on promoting appropriate economic diversification, create a higher-level platform for opening up to the outside world, and give effective play to the role of Macao as the “precise connector” between China and Portuguese-speaking countries, contributing to the country’s high-quality development. Mr Sam called on Macao deputies to the NPC and Macao members of the Chinese People’s Political Consultative Conference to fulfil on a consistent basis their duties, playing their dual role in terms of actively participating in the country’s and Macao’s political affairs, and making greater contributions to the better development of the country and Macao. Director Xia Baolong meets CE in Beijing
The Director of the Hong Kong and Macao Work Office of the Communist Party of China Central Committee and Director of the State Council’s Hong Kong and Macao Affairs Office, Mr Xia Baolong, said that since the inauguration of Mr Sam Hou Fai as Chief Executive of the Macao Special Administrative Region (MSAR), Mr Sam had led his team to implement resolutely the spirit of President Xi Jinping’s important speeches, and the central authorities’ directions relating to decision-making and deployment. Speaking today during a meeting in Beijing with the Chief Executive, Director Xia also commented that the MSAR Government has demonstrated a good spirit and demeanour, through much beneficial and pioneering work. The Chief Executive is in the capital for the opening meeting of the third session of the 14th National People’s Congress, scheduled for Wednesday (5 March). In today’s meeting, Director Xia stated that President Xi’s series of important speeches during his inspection of Macao had clarified the direction for the development of Hong Kong and Macao, and provided fundamental guidance for the work related to Hong Kong and Macao. Director Xia said he believed that the new-term MSAR Government would certainly be able to unite and lead all sectors of society in: fully and accurately implementing the “One country, two systems” principle; fully leveraging Macao’s unique status and advantages; and in strengthening the pursuit of the “One Centre, One Platform, One Base” strategic goals. With greater efforts, Macao would welcome appropriate economic diversification, especially via development of the Guangdong-Macao Intensive Cooperation Zone in Hengqin, while continuously opening up new prospects for the MSAR’s development via Macao’s contribution to the Chinese path to modernisation. The Chief Executive thanked Director Xia for expressing the central authorities’ care for, and expectations of, Macao. He briefed Director Xia on the work carried out by the MSAR Government to put into effect the instructions in President Xi's important speeches. Steps included setting up five cross-sector leadership and working groups, with an aim to strengthen top-level guidance and overall coordination, and strive to enhance the MSAR Government’s governance capabilities and levels. Also, the MSAR Government was soliciting opinions and suggestions from all sectors of society for the formulation of this year’s Policy Address, and the preparation of the Policy Address was in full swing, said Mr Sam. There was trust that good governance and sound policies would promote Macao’s continued development, enhance people’s livelihoods and social welfare, and would be used better to respond to President Xi's earnest expectations for Macao, added Mr Sam. Programme of the “Culture City of East Asia 2025” starts with the Macao International Parade promoting exchange and understanding between the Chinese and Western civilizations
Organised by the Cultural Affairs Bureau (IC, from the Portuguese acronym), SJM Resorts, S.A., Sands China Ltd., MGM, Galaxy Entertainment Group, Wynn Resorts (Macau), S.A. and Melco Resorts & Entertainment, the “2025 Macao International Parade”, celebrating the 26th Anniversary of Macao’s Return to the Motherland, will be held on 23 March (Sunday). Upholding the spirit of “Love, Peace and Cultural Integration” while also promoting Macao’s designation as a “Culture City of East Asia 2025”, the Parade will mark the opening of the “Culture City of East Asia 2025” under the theme of “East-West Encounter, Asia in Harmony” in order to establish an international exchange platform and showcase the charm of Macao’s multicultural integration, creating a vital window for exchange and mutual understanding between Chinese and Western civilizations. Joint opening of the programme of the “Culture City of East Asia 2025” and the Parade This year’s Parade will feature artistic groups from various regions, including Portugal, France, Spain, Italy, Germany, Morocco, India, Bosnia and Herzegovina, Polynesia, Argentina, Egypt, Mainland China and Hong Kong. Additionally, representative artistic groups from three other cities designated as “Culture Cities of East Asia 2025”, including Huzhou (China), Anseong (South Korea) and Kamakura (Japan), will be invited to participate in the event to present the characteristics of their cities. A total of 23 artistic groups from 15 countries and regions will join the 60 local participating groups, totalling an estimated number of nearly 1,800 artists, who will offer a wonderful feast of cultural exchange to the public. The Parade will also be the opening ceremony of the programme of the “Culture City of East Asia 2025”, promoting the spirit of “Symbiosis, Innovation and Harmony” of the “Culture City of East Asia”. Parade to set off from the Ruins of St. Paul’s with the Final Performance presented at Sai Van Lake Square, offering a multicultural performance arts feast The performing groups will depart from the Ruins of St. Paul’s at 3pm on 23 March, pass by the old streets and alleys of the Historic Centre of Macao and arrive at Largo de S. Domingos, where they will interact closely with residents and tourists. They will then continue to go through the Senado Square and Avenida Panorâmica do Lago Nam Van, showcasing their unique cultural characteristics. The VIVA Carnival will be presented at Avenida Panorâmica do Lago Nam Van, featuring a rich variety of performances and game booths. Twenty local groups will be selected from the participating groups to showcase their talent on the main stage at Sai Van Lake Square, competing for the Theme Award. The finale performance will be held at Sai Van Lake Square at 6:30pm on the same day, where various performing arts groups will stage a vibrant and artistic celebration, showcasing the charm of Macao as a “Culture City of East Asia” and inviting the spectators to witness the commencement of the programme of the “Culture City of East Asia 2025”. Bringing together artistic groups from five continents and local arts groups to present their best performances – The Adventures of VIVA in time and space will convey the charm of cultural communion in Macao This year, the Parade will feature several highlights. World-renowned artistic groups, experienced in performing internationally where they have demonstrated high-level artistic competence, will perform in Macao, adding an international touch to the event. All foreign performing groups will participate in the Parade for the first time, bringing new styles of performance and injecting new energy and multicultural elements into the event. The participating art groups cover the five continents, presenting a rich and colourful range of cultural customs, allowing the audience to feel the artistic charm of different regions of the world. On the other hand, local groups will showcase the artistic power of the “Culture City of East Asia” with its unique creativity and cultural heritage, as well as perform in cooperation with groups from the Greater Bay Area and abroad. VIVA, the mascot of the Parade, will also lead the audience on a fantastic adventure across time and space, conveying the beauty of Macao’s cultural integration and opening a unique chapter where East and West meet. Macao’s artistic teams join hands with groups from home and abroad to present an artistic feast that spans in time and space at the finale of the Parade. Through a blend of light and shadow, music and dance, the audience will be immersed in a vibrant dream world, enjoy the artistic feast with the performers and feel the infinite charm of art. Arts carnival charm reaches deep into the community – parade groups surprise appearance This year, the Parade is once again jointly organised by IC and the six integrated resorts. Performing groups of different styles will present an artistic carnival in various locations in Macao’s major districts from 16 to 22 March, promoting culture and arts in the community and letting the public be the first to experience the glamour of the Parade. In addition, further promotional activities such as a photography contest and interactive games will also be rolled out one after the other, in the hope of inviting more members of the public to participate in the event and get involved in the joyful atmosphere of this annual Parade. In celebration of the 26th Anniversary of Macao’s Return to the Motherland, the “2025 Macao International Parade”, celebrating the 26th Anniversary of Macao’s Return to the Motherland, is jointly organised by the Cultural Affairs Bureau and the six integrated resorts, and supported by the Customs of Macao Special Administrative Region, the Municipal Affairs Bureau, the Macao Government Tourism Office, the Public Security Police Force, the Fire Services Bureau, the Education and Youth Development Bureau, the Sports Bureau, the Transport Bureau, the Air Macau Co., Ltd. and the Macao General Union of Neighbourhood Associations. TDM - Teledifusão de Macau S.A. is the designated live television broadcaster. The IC expresses its special thanks to the Industry and Commerce Federation of Macau Central and Southern District. As a signature festive event of Macao, the Parade has entered its eleventh edition since its first edition in 2011 and has become one of the events in celebration of Macao’s Return to the Motherland, drawing participation of residents and tourists from around the world. IC hopes to strengthen the international cultural and artistic exchange through the event, leverage Macao’s role as a bridge severing as “a base for exchange and cooperation where Chinese culture is the mainstream and diverse cultures coexist”, thus building Macao into a “City of Performing Arts”. Belchior Carneiro and the outdoor space next to the Flower City Garden, Rua de Coimbra, Taipa. On the day of the Parade, crowd control measures will be implemented and some streets will be temporarily closed to traffic. Programme of the “Culture City of East Asia 2025 – Macao, China” under the theme “East-West Encounter, Asia in Harmony” sets sail
As Macao was designated a “Culture City of East Asia 2025”, the Macao SAR Government launches its respective programme under the theme “East-West Encounter, Asia in Harmony”, which features a series of activities, including the opening ceremony, the presentation of original musical compositions, public art work from China, Japan and South Korea, as well as an exchange programme targeted at youth. The initiative also incorporates East Asian cultural elements in various major events, further solidifying Macao’s role as “a base for exchange and cooperation where Chinese culture is the mainstream and diverse cultures coexist”, showcasing the charm of Chinese culture to the world, and promoting international cultural and artistic exchange. These will also include a series of events to be launched throughout the event year, divided in four sections symbolising the journey of maritime exploration: “Setting Sail”, “Riding the Waves”, “Chasing the Moon”, and “Returning with Abundance”. East Asian cultural elements will be added to various annual events, encouraging Macao’s integrated resorts to make full use of their facilities to host more internationally appealing cultural showcases and exchange activities, providing residents and tourists with cultural and tourism programmes that are rich in Chinese, Japanese, and Korean cultural elements. In order to further showcase Macao’s unique characteristics as a city where Chinese and Western cultures meet, the opening ceremony of the “Culture City of East Asia 2025 – Macao, China” will be held concurrently with the “Macao International Parade”. Artistic groups from the three other cities designated as “Culture Cities of East Asia 2025”, including Huzhou (China), Kamakura (Japan) and Anseong (South Korea), will also be invited to participate in the event, showcasing the charm of Macao’s cultural integration and its profound cultural essence through in-depth cultural exchanges on stage. Building a cultural and artistic bond between cities through the arts In order to promote the core values of “coexistence, innovation and harmony” of the “Culture City of East Asia”, the Cultural Affairs Bureau will launch a number of exchange and cooperation projects, including invitations to artists from China, Japan and South Korea to jointly create public art work for public display, leaving a cultural footprint in the “Culture City of East Asia 2025”. Meanwhile, the Bureau also plans to commission music productions featuring cultural integration characteristics, entrusting the Macao Chinese Orchestra to invite artists from China, Japan and South Korea to participate in such creation. The works, based in traditional Chinese orchestral music, will incorporate representative musical instruments and cultural elements from Japan and South Korea. In addition, in order to provide a platform for students of local universities to experience the culture and arts of East Asia, as well as opportunities for cross-disciplinary cultural exchange, and to broaden their international perspectives and cultural understanding, the launch of the exchange travel programme “Culture City of East Asia – Macao, China – University’s Student Cultural Ambassadors” is planned. Through diversified activities and interactions, the programme aims to cultivate the students’ international perspectives and artistic appreciation, sowing the seeds of friendship among the youth from Macao, Japan and South Korea, and fostering the long-term development of relations among the three regions. The programme “Culture City of East Asia – Macao, China” is jointly carried out by various government departments and integrated resorts, covering a series of cultural, sports and tourism events such as “2nd Macao International Children’s Arts Festival”, the “37th Macao International Music Festival”, the “Art Macao: Macao International Art Biennale”, the “13rd Macao International Travel (Industry) Expo”, the “33rd Macao International Fireworks Display Contest”, the “Macao Light Festival 2025”, the “2025 Macao International Dragon Boat Races”, the “72nd Macau Grand Prix”, and the “2025 Macao International Marathon”, among others. The Macao SAR Government will make good use of the accolades of the “Culture City of East Asia 2025” to further deepen cultural and tourism exchanges and cooperation with East Asia, actively leverage Macao’s unique advantages as a city featuring the integration of Chinese and Western cultures, expand the dialogue on Asian civilizations, tell the stories of China, strengthen internal and external connectivity, enhance multicultural exchange and integration, and establish Macao as an important bridgehead for the country’s high-level opening-up to the world and a vital window for the exchange and mutual understanding between the Chinese and Western civilizations. 2025MIECF, Macao’s First Exhibition Introducing Green Power
With technological advancements and growing environmental awareness, the global demand for green power is rapidly increasing. This year, the 2025 Macao International Environmental Co-operation Forum & Exhibition (2025MIECF) will introduce renewable energy for the first time, making it the first exhibition in Macao to use green power. It will not only highlight the concept of sustainable development but also stimulate high-quality growth. The first green power exhibition with green power trading Green power refers to renewable energy with high environmental benefits and low carbon emissions, including solar power, wind power and hydropower, which has relatively less impact on the environment and climate. This year, for the first time, the exhibition will feature green power trading and a Green Electricity Certificate from the National Renewable Energy Information Management Centre. The event will showcase the practice and application of green energy, marking a milestone in the sustainable development of the MICE industry while marching towards the “dual carbon” goals. Recyclability rate of construction materials reaching 90% The 2025MIECF adheres to green and low-carbon principles, with a recyclability rate of 90% for construction materials, proactively facilitating sustainable development. As in previous years, the event will host the “Green Booth Award” and the “Electricity Fee Rebate”, among other activities, to encourage the implementation of eco-friendly measures in different sectors, with the aim of realising the concept of “reducing waste at source and converting it into energy”. Diverse parallel activities As an international exchange and co-operation platform for environmental protection, the 2025MIECF will host a variety of parallel activities, including international professional forums, evaluation and award activities, and the launch of carbon neutrality guidelines. Among the activities, the “ESG Awards for Excellence” will bring together outstanding enterprises from the green energy, hotel and financial sectors to foster exchanges and co-operation. The “Global Carbon Credit Market Development Forum” will provide a platform to facilitate dialogue between governments and enterprises at home and abroad, with a view to deepening carbon market exchanges and contributing to diversified industrial development. The “Sustainable Development of the Hotel Industry through Smart City Construction” aims to help the industry achieve the “dual carbon” goals and build a green, low-carbon future. The event will also feature seminars on smart energy management and green technologies, with experts invited to share their visionary insights. The activities seek to promote green co-operation and encourage young people to participate, thereby injecting new vitality into quality development. The 2025MIECF is hosted by the Government of the Macao Special Administrative Region and co-ordinated by the Commerce and Investment Promotion Institute and the Environmental Protection Bureau. MGTO optimizes Quality Tourism Services Accreditation Scheme and calls for applications from catering businesses and travel agencies starting tomorrow (7 March)
The Quality Tourism Services Accreditation Scheme (“QTSAS” or “the Scheme”) of 2025 welcomes applications from the catering and travel agency sectors from 7 to 31 March. A presentation seminar was held by Macao Government Tourism Office (MGTO) today (6 March) to call for applications and introduce the optimized program and new awards. Accredited merchants were encouraged to keep on their participation and jointly enhance the quality of Macao tourism services to manifest Macao’s unique glamour and spirit of warm hospitality. Encourage quality enhancement and pursuit of excellence In his address at the presentation seminar, MGTO Acting Director Cheng Wai Tong expressed that tourism service quality is the key to attaining sustainable tourism development in Macao. Since the launch in 2014, the Scheme has established a set of important standards by which businesses can review and enhance their service quality. This year, new supportive measures are launched to motivate industry operators’ pursuit of excellence. He hopes that the travel trade can keenly join the Scheme and provide visitors with greater-quality service experience. Launch new categories of “Special Theme Awards” this year Upon both catering business and travel agencies, QTSAS 2025 will confer “Quality Tourism Services Merchant Award” and “Quality Tourism Services Gold Award”, with a cash price of 10,000 patacas; Gold Award winners for three consecutive years will be presented the “Quality Tourism Services Excellence Award” and a cash prize of 20,000 patacas as well. This year, new categories of “Special Theme Awards” will be presented, each along with a cash prize of 5,000 patacas. Five types of “Special Theme Awards” will be conferred in the catering sector this year, including the Sustainable Dining Award, Community Care Services Award, Local Feature Award, Operational Innovation Award as well as the newly-launched Integrity Business Award, which encourages businesses’ operation with integrity. In the sector of travel agencies, three new types of “Special Theme Awards” will be conferred, namely Integrity Business Awards, Courtesy Merchant Award and Quality Training Award, to recognize businesses that excel in integrity, service etiquette and staff training. Accredited merchants will be given priority and recommendation to join MGTO’s promotions and activities, as well as priority admission to training programs organized by MGTO. Unlimited quota of participants in both sectors The limit on quota is canceled for both catering businesses and travel agencies this year. Eligible businesses which submit applications between 7 and 31 March 2025 and fulfill the criteria will be accepted to undergo the assessment process. Streamlined application through interconnectivity Merchants can log into the themed page for QTSAS on MGTO’s website (www.dst.gov.mo) and fill out basic information about business identification and submit the application. Their license information will be verified through interconnection by MGTO or Municipal Affairs Bureau as the licensing entities. For more information, please visit MGTO’s website. The format of assessment on travel agencies and the number of mystery customer assessment on catering businesses are adjusted, while the judging criteria for quality is refined towards greater balance, to enhance the efficiency and accuracy of assessment. MGTO will conduct assessment seminars to brief participating businesses on the assessment criteria. On the same occasion, the Consumer Council briefed merchants on the method and process of becoming “Certified Shops” and encouraged merchants to uphold the ideal of business operation with integrity and jointly create a safe and trustworthy market for consumers. In 2014, the Office launched the Quality Tourism Services Accreditation Scheme to recognize and commend tourism merchants for their outstanding services, in turn encouraging and supporting their provision of quality services. The Office continues to organize a variety of online and offline training courses, seminars and workshops under different themes, supporting the travel trade to enhance overall tourism service quality and yield greater results at work, so that the city’s status as a world centre of tourism and leisure can be reinforced.

IAM optimises green flower beds at both ends of Rua do Campo
In order to continue to improve Macao’s public green landscape, the Municipal Affairs Bureau (IAM) will reorganise and optimise the green flower beds at both ends of Rua do Campo in phases from 17 March to 15 April, during which the works site will be temporarily enclosed. Members of the public are advised to pay attention to the arrangements. The plants in the green areas in Rua do Campo have been planted for many years. Being homogeneous in their species, the plants are gradually aging and declining. Therefore, IAM will reorganise the flower beds located at both ends of Rua do Campo, i.e. at the junction of Rua do Campo and Rua de Pedro Nolasco da Silva, and the section near Biblioteca do Pavilhão Octogonal. With “oasis in busy city” as the design theme, IAM selects appropriate plants, such as Golden Variegated Sweet Flag, Variegated Croton, Rain of Gold, Foxtail Fern, Bird-of-paradise and Pink Mussaenda, etc., factoring in the growth habits of plants and the traffic safety needs, and matches them with landscape gravel to create a landscape composition with multiple layers and colours that resembles an oasis in the city, enriching the seasonal plant landscape of the streets while taking account of traffic safety purpose. In addition, quality plants will be properly collected and transplanted to nurseries for maintenance, and then transferred to other green belts for planting after they start to grow well. During the works period, works description boards and seals will be installed.
