Functions

1) To lead and represent the Government Information Bureau (GCS);

2) To serve as publisher of GCS publications;

3) To carry out duties conferred by law, and other duties assigned or delegated to him/her.

2) To stand in for the Director when he/she is absent or unable to attend to duties;

3) To carry out other duties assigned or delegated to him/her.

1) To ensure and coordinate effective gathering, handling and dissemination of all news information of the SAR Government and public authorities;

2) To provide the daily agenda of media events of the SAR Government and public authorities;

3) To coordinate the use of, and ensure smooth operation of, the professional equipment required to gather and disseminate news information for the SAR Government and public authorities;

4) To act as a bridge between the Government Information Bureau and the media, especially in providing news information and assisting journalists in their duties;

5) To assist with writing press releases and taking photographs for Government events and other activities pertaining to the interests of the Macao Special Administrative Region;

6) To administer the registration of newspaper organisations, publishing houses, news agencies and periodicals, and undertake all duties and responsibilities incurred, in accordance with the stipulations of the Press Law (Law No. 7/90/M) promulgated on 6 August and the Media Registration Regulations approved by Administrative Decree No. 11/91/M issued on 28 January.

1) To coordinate the use of, and ensure smooth operation of, the professional equipment required to gather and disseminate news information for the SAR Government and public authorities;

2) To act as a bridge between the Government Information Bureau and the media, especially in providing news information and assisting journalists in their duties;

3) To assist with writing press releases and taking photographs for Government events and other activities pertaining to the interests of the Macao Special Administrative Region.

1) To conduct research into public opinion trends in the field of news media, and to undertake topical studies on issues pertaining to the interest of the Government;

2) To conduct research on the media communications policy of the Macao Special Administrative Region, and to advise on the drafts of laws and regulations related to news media;

3) To foster enhancement of the mechanisms by which government information is disseminated and to follow up progress in this area;

5) To promote links with public and private entities and to establish cooperation agreements conducive to the performance of its duties.

1) To assist with and follow up the organizsation of activities aimed at promoting the professionalism of media workers within the remit of the Government Information Bureau;

2) To plan and assist with activities that help raise media awareness, and to collaborate with other public departments in planning and organising events pertaining to the public interest or conducive to the social, economic and cultural development of the Macao Special Administrative Region;

3) To strengthen links with media whose corporate domicile is outside the Macao Special Administrative Region.

1) To plan, coordinate and implement publication and printing projects of the Government Information Bureau (GCS), and to continuously update the circulation plan for GCS publications;

2) To ensure effective cooperation with other public authorities in respect of publication and printing projects.

1) To establish, maintain, develop and monitor the information systems required in the work of the Government Information Bureau, and to offer technical support in the application of new communications technologies as well as in the IT systems for news dissemination and administrative management;

2) To be responsible for the procurement, management and operation of IT equipment used by the Government Information Bureau;

3) To study and promote the application of new information technologies within the remit of the Government Information Bureau;

4) To plan and implement the e-governance initiative of the Government Information Bureau;

5) To offer technical support in the design and production of the website of the Government Information Bureau;

6) To gather, process and archive news material on political, economic, social and cultural events pertaining to the interests of the Macao Special Administrative Region;

7) To handle and follow up requests by the Government, public authorities or other eligible users asking for archived news materials within its remit and on the premise that the requests are in the public interest;

8) To archive non-periodical publications and registered periodicals published in Macau.

1) To provide support in terms of administration and finance as needed by the Government Information Bureau (GCS);

2) To handle the general paperwork of the GCS;

3) To be responsible for human resources management and the arrangement of recruitment and selection of employment candidates, and to update the personal profiles and related documents of GCS staff;

4) To provide support in vocational and professional training;

5) To prepare the budget of the GCS, and to conduct follow-up accounting work related to the budget;

6) To handle all general affairs and administrative matters relating to the acquisition of properties and labour services, and to compile a register of all properties and equipment of departments under the GCS;

7) To be responsible for the management of GCS properties and to maintain and ensure the safety of GCS facilities, equipment, vehicles and communications networks;

8) To advise on and follow up on measures regarding the optimisation and modernisation of the GCS.
