In order to improve Macao's emergency management system, enhancing the resilience in disaster prevention and mitigation, the Post and Telecommunications Bureau, together with Companhia de Telecomunicações de Macau S.A.R.L. (CTM)  and several Civil Protection entities, conducted a "Special Contingency Plan for Telecommunications Network Incidents " drill at 10:00 on September 9, 2026. This drill simulated fixed telephony network failure, comprehensively reviewed emergency response procedures and cross-departmental collaboration mechanisms in the event of a contingency, and further enhanced the resilience of Macao's critical infrastructure.

The drill simulated a malfunction at a major telephone exchange in Macao, affecting approximately half of the fixed telephony service lines. The drill included key aspects such as fault detection, emergency repairs, circuits relocation, and information sharing, and also tested the real-time communication and coordination efficiency between the Post and Telecommunications Bureau and the Civil Protection entities.

The drill lasted two and a half hours, and concluded at 12:30. The process was smooth, with all units responding quickly and cooperating closely, effectively verifying the feasibility and operability of the contingency plan. It not only achieved its expected objectives but also further strengthened the cross-departmental coordination capabilities in the event of a public emergency.

The Post and Telecommunications Bureau stated that telecommunications network is a vital pillar for maintaining the normal functioning of society, especially in emergency situations where stable communications are directly related to rescue command and public safety. This drill helped refine the details of emergency response plans and improve overall response efficiency. In the future, similar cross-departmental collaborative drills will continue to be promoted to ensure the rapid restoration of critical communication services in real incidents, safeguarding citizens' lives and urban safety.
