The Macao Special Administrative Region (MSAR) is committed to aligning itself with national development strategies by making institutional progress and optimising policies. This includes developing the city as an international stage for exchanges, making use of the benefits of enhanced inclusiveness, convenience and efficiency. The Chief Executive, Mr Sam Hou Fai, delivered a speech at a dinner reception hosted for consuls general and representatives – accompanied by their spouses – and drawn from nearly 50 countries and international organisations based in Hong Kong and in Macao. The delegation of consular officials had visited the Macao Grand Prix Museum and the Handover Gifts Museum of Macao, prior to the reception. At the reception, Mr Sam extended his warmest welcome, and expressed heartfelt appreciation, to all Consuls General, and consular corps representatives, for their contribution over the years in fostering cooperation between Macao and countries across the world, in the areas of commerce and trade, culture, and people-to-people exchanges. They have helped Macao to give full play to its role as an international cooperation platform and its role in deepening international exchanges and cooperation. Mr Sam also thanked the Office of the Ministry of Foreign Affairs of the People’s Republic of China in the MSAR, for continued guidance and tremendous support in helping Macao to establish ties with the outside world. Since its return to the motherland 25 years ago, Macao has maintained political stability, with the rule of law properly manifested, and has enjoyed social harmony, with residents living in peace and working in a contented atmosphere. With the strenuous support of the Central Government, Macao thoroughly and accurately adheres to the “One country, two systems” principle and steadfastly implements “patriots governing Macao”, in order to ensure the long-term peace and stability of the MSAR. Meanwhile, Macao’s economy has seen steady development: concrete progress has been made regarding the construction of the Guangdong-Macao Intensive Cooperation Zone in Hengqin; and the structure of the economy has been getting more diversified. The unemployment rate in Macao remains low, people’s livelihoods are continuously improving, public security is well-maintained and the successful implementation of the “One country, two systems” principle has caught world attention. Macao’s diversified cultures and features of internationalisation are getting more vibrant and eye-catching. The “One country, two systems” principle is the biggest advantage for Macao’s development, said Mr Sam. President Xi Jinping has pointed out that since Macao’s return to the motherland, Macao has achieved notable success and has demonstrated to the world that the “One country, two systems” principle has distinctive institutional strength and strong vitality. It is a good system that sustains the long-term prosperity and stability of Hong Kong and of Macao. It is a good system that facilitates endeavours to build China into a great country, and to achieve national rejuvenation; and it is a good system for ensuring peaceful coexistence and mutual benefit between different social systems. Macao must stay committed to this cause, stated Mr Sam. The MSAR Government will continue fully, faithfully and resolutely to implement the principles of “One country, two systems”; “Macao people governing Macao”; and maintaining a high-degree of autonomy; as well as the principle of “Hong Kong people governing Hong Kong”. The MSAR Government must make sure that these principles are not distorted, changed, or deviated from. This is the firm and consistent stance adopted by the Central Government. On the one hand, the “One country” principle must be upheld. National sovereignty, security and development interests are of paramount importance. By upholding the “One country” principle, the Central Government’s overall jurisdiction is exercised. This should never falter. On the other hand, the “two systems” principle must also be defended. The MSAR’s high degree of autonomy will be fully protected; the practising of capitalism, and people’s way of life in Macao will be maintained. Also, MAAR’s status as international free port and separate customs territory will be sustained: the Continental Law system of Macao will be maintained. The MSAR Government will firmly uphold “One country”, and resolutely defend “two systems”, so that the “One country, two systems” principle will lead the right path to stability and prosperity. The Chief Executive went on to say that the overall direction of Macao is to “reinforce diversification, improve livelihoods, enhance governance, and integrate into the nation”. The MSAR Government’s goal is to advocate high-level development for all sectors and realise its vision of building Macao as a lawful, vibrant, culture-enriched and blissful city. The MSAR Government will remain committed to promoting appropriate economic diversification, and will diligently boost the construction of the Cooperation Zone in Hengqin. Mr Sam highlighted that “Macao+Hengqin” is becoming a new demonstration of the enriched implementation of the “One country, two systems” principle. It has become an example of taking new high ground in fostering the construction of the Guangdong-Hong Kong-Macao Greater Bay Area, and realising the country’s high-quality opening-up to the outside world. The MSAR Government will deepen public administration reform and continuously enhance governance capacities; reform the principles of governance and create a business environment benefiting the people and facilitating business; and improving people’s livelihoods and promoting social equity so that the development achievements could fairly benefit all residents. In addition, the MSAR Government will plan for, and introduce, a series of iconic and impactful major projects that will adopt a long-term and holistic perspective. Examples are: building the Macao-Hengqin International Education (University) Town in phases; developing international integrated tourism and cultural districts in Macao; and developing the international air transport hub (port) on the west bank of the Pearl River; and a technology research industrial park in Macao. These projects will inject new impetus into Macao, create fresh advantages, achieve new breakthroughs, and break new ground for Macao’s future development. At an important juncture in the “Belt and Road” initiative, Macao will further promote its role as an international cooperation platform, and optimise its scheduled-flight network. Macao will leverage its advantages from the blending of Chinese culture and Western cultures, and brand itself as an important gateway for cultural exchanges and mutual learning between East and West. Macao welcomes all countries and regions to make good use of Macao’s role as an international cooperation platform, and sincerely invites enterprises and tourists from across the globe to experience the developmental vitality of Macao and China. Macao is willing to share its development opportunities, and expand its international circle of friends, so that it can further broaden its economic cooperation. Construction of the Greater Bay Area is still under way, creating ample opportunities. Macao and the Cooperation Zone in Hengqin have an advanced role in the Greater Bay Area strategy, as it is the hub for international investment and high-calibre talent in technology. Macao extends its sincere invitation to enterprises and talent from all over the world to take the pulse of the times, seize the opportunities in Hengqin, and engage in the development of the Greater Bay Area. “Investing in China is investing in the future”. The Greater Bay Area – including Macao and the Cooperation Zone in Hengqin – is ready to offer the most attractive preferential policies and the best services to its global partners as infinite possibilities unfold. Mr Sam expressed hopes that consuls general and consular corps representatives will continue to fully leverage the role as a bridge connecting Macao and all countries, promote Macao to more international friends. 【Tap into Southeast Asia market】MGTO fosters travel trade’s exchange and unlocks business opportunities in Malaysia
Macao Government Tourism Office (MGTO) hosted the “Macao Tourism + MICE Product Updates Seminar & Travel Mart” in Kuala Lumpur yesterday (22 May), to foster exchange between tourism operators from Macao and Malaysia, unveil business opportunities in the Southeast Asian market and tap into international visitor markets. In her speech, MGTO Director Maria Helena de Senna Fernandes remarked that the new course Macao is charting as a world centre of tourism and leisure, towards diversification of visitor sources markets and “tourism +” offerings, brings more opportunities for the travel trade from both sides to collaborate in driving greater visitor flows from Malaysia and around the world. Macao is dedicated to transformation into a stellar travel destination that are Muslim-friendly as well, to attract Muslim and global travelers from around the world. Statistics shows that Malaysian visitors’ interest in Macao is constantly increasing. By April, arrivals from Malaysia to Macao already reached over 80% of those in the same period of 2019. MGTO continues to carry out online and offline promotion and special travel offers, promoting Macao as an ideal short-haul destination for Malaysian travelers to expand its international visitor markets. At the Seminar, MGTO presented to Malaysian industry participants an update on Macao’s new tourist attractions, diverse distinctive resources and events, with an emphasis on Muslim-friendly travel in Macao. Commerce and Investment Promotion Institute (IPIM) and the six integrated resort enterprises presented Macao’s new MICE trends and their tourism services respectively. A travel mart then engaged industry delegates from Macao and Malaysia, who connected and explored business opportunities. They together designed new tour routes and products in Macao, to energize locals’ interest in visiting Macao during summer holidays and the latter half of this year. MGTO Director Maria Helena de Senna Fernandes, President of Malaysian Association of Tour and Travel Agents (MATTA), Nigel Wong Chun Teim, Deputy President of Malaysia Chinese Tourism Association (MCTA), Cynthia Tan, and Manager of Investment Promotion Division of IPIM, Stephanie U, attended the Seminar among nearly 100 industry participants from Macao and Malaysia. Malaysian KOLs taste Macao’s delights Prior to the Seminar, MGTO partnered with FAT TEA, a Macanese restaurant in Kuala Lumpur, to present Macao’s culinary delights and popular attractions to 13 Malaysian KOLs, leveraging their influence to spotlight Macao’s image and glamour as a UNESCO Creative City of Gastronomy and World Centre of Tourism and Leisure among Malaysians. Strategic promotions targeting Malaysian market Since Macao’s lifting of border restrictions in 2023, MGTO has been actively pursuing the Malaysian visitor market through different ways, including participating in different large travel fairs in 2023, inviting Malaysian KOLs to Macao for filming of promotional videos, as well as organizing trade delegation visits to Macao for an experience of local tourism resources. In 2023 and 2024, MGTO organized roadshows and updates seminars for the travel trade, branding the destination among local residents and tourism businesses while fostering business cooperation. This year, promotions are rolled out on different media platforms. Among them, the program 1-2-3 Go Macao is produced in collaboration with 8TV, a Malaysian Chinese-language television network. The Office also partners with a Muslim KOL to spotlight Salam Macao on the platform of iQIYI. Provisional figures show that Malaysia ranks as Macao’s fourth largest international visitor market and seventh largest visitor market, which bespeaks its vast market potential. Last month, Macao was featured as “International Favorite Destination” at Malaysian Association of Tour and Travel Agents (MATTA) Fair 2025. The Office continues to join other major international travel fairs in Malaysia this year. Plans are underway to unfold a mega roadshow in Kuala Lumpur, as part of the Office’s efforts to capitalize on different opportunities to widen Macao’s reach into Malaysia and Southeast Asian markets through promotional measures.

Macao-Hengqin Joint Investment with the Banking Association to Address Investment Needs of Long Enterprises in Heilongjiang
Building on the solid foundation established during high-level exchanges between Heilongjiang and Macao earlier this year, and coinciding with the “34th Harbin International Economic and Trade Fair”, the Commerce and Investment Promotion Institute (IPIM), in collaboration with the Economic Development Bureau of the Guangdong-Macao In-depth Co-operation Zone in Hengqin and the Macau Association of Banks, conducted a series of investment promotion activities in Harbin from 14 May 2025. On 15 May, the Macao-Hengqin delegation, along with the Department of Commerce of Heilongjiang Province, the CCIPT Heilongjiang Committee, and the CCPIT Harbin Council jointly held the “Going Global - Macao Investment Opportunity Matching Conference”. The event attracted active participation from 53 enterprises across various sectors in Heilongjiang, including grain, big health, and manufacturing, among which were well-known publicly listed companies and Fortune 500 firms. Many companies gained in-depth insights into Macao's advantages as a free port, its international business network, specialised financial services, the policy opportunities in Hengqin, and the investment potential in Macao-Hengqin. They said that this event provided substantial support for their plans to establish operations in Macao-Hengqin and expand their international business and market presence through Macao. Furthermore, they highlighted that industrial co-operation could drive appropriate diversification of Macao's economy, achieving mutual benefits. The Macao-Hengqin delegation also visited prominent local agricultural enterprises, well-known pharmaceutical companies, and associations in the biopharmaceutical industry. They conducted on-site inspections and engaged in detailed discussions on topics such as cross-border trade in grain, the transformation of traditional Chinese medicine technology, international certification, and market expansion, further strengthening the determination and confidence of enterprises to venture abroad through the Macao-Hengqin platform.

Macao Selected as the “Best Destination for Annual Meetings” at the APCAC Annual Meeting Awards
After Macao was selected as “Brilliant Star” MICE Outstanding Destination in early April this year, Macao was awarded again as the “Best Destination for Annual Meetings” in the “APCAC Annual Meeting Awards”, which were conducted in the first “Asia-Pacific Corporate Annual Conference Expo” (APCAC) held in Shenzhen from May 15 to 16, where approximately 100 organisations and well-known companies with the potential to host annual meetings cast their votes. The participating companies were from industries such as investment, technology, pharmaceuticals, biotechnology, logistics, finance, tourism, and consulting. Annual Meeting Buyers Inquire About Details for Hosting in Macao Immediately After the Presentation APCAC is organised by TTG Asia Media, a well-known exhibition magazine, through its subsidiary in mainland China. It is a business networking event designed for hosting “corporate annual conferences”, inviting various corporate annual meeting buyers, including organisers, senior members of Asia-Pacific tourism associations, industry leaders, and procurement association members, to discuss industry trends. Through presentations and one-on-one discussions, the event promotes business opportunities. The Commerce and Investment Promotion Institute (IPIM) set up a booth to introduce the advantages of “MICE² Macao x Hengqin” and the “Multi-venue Event” model to corporate annual meeting clients, aiding the “attracting exhibitions and conventions” initiative. After the event, corporate annual meeting buyers discussed details of hosting their meetings in Macao with IPIM’s representatives. A pharmaceutical enterprise from Shanghai which hosted its annual conference in Macao in 2018 enquired on hosting event again in Macao. Repeatedly Recognised by International Exhibition Industry Authorities for High Quality In recent years, Macao's exhibition industry has received recognition from international exhibition authorities, with many executives from international exhibition organisations and groups optimistic about the development prospects of Macao's MICE sector. In early April, Macao was also selected by a well-known exhibition media outlet in mainland China as a “Brilliant Star” MICE Outstanding Destination, continuously enhancing Macao's international influence in the MICE field.

The Monetary Authority of Macau organized the “High-Level Training and Study Visit” for the regulators of the “Association of Lusophone Insurance Supervisors” (ASEL) To leverage Macao’s role as the “Financial Services Platform between China and Portuguese-speaking Countries,” the Monetary Authority of Macao (AMCM) and the Insurance and Pension Funds Supervisory Authority of Portugal (ASF), jointly organised the “High-Level Training and Study Visit ” for the peer regulators of the “Association of Lusophone Insurance Supervisors (ASEL) ”, providing training for 19 insurance regulators from Portugal, Mozambique, Angola, Brazil, Timor-Leste, Cape Verde, and Macao. A conference held on 12th May marked the official launch of the series of activities. The conference, themed “Insurance Development and Regulatory Responses to Challenges in the New Era,” delved into cutting-edge topics such as the development of fintech, artificial intelligence, and the digital transformation of the insurance industry. Approximately 120 guests attended the event, including Ms. Margarida Corrêa de Aguiar, President of ASF; Mr. Xiao Yuanqi, Vice Chairman of the National Financial Regulatory Administration (NFRA); Ms. Lau Hang Kun, Acting Chairperson of the Executive Board of AMCM; Ms. Filomena Rossana Airosa Manjata, President of the Board of Directors of the Angolan Agency for Insurance Regulation and Supervision (ARSEG); Ms. Ester dos Santos José, President of the Board of Directors of Insurance Supervision Institute of Mozambique (ISSM); and representatives from Macao’s insurance and banking sectors. Ms. Lau Hang Kun delivered a speech on behalf of Mr. Tai Kin Ip, the Secretary for Economy and Finance of the Macao SAR. During her speech, she remarked that Macao, serving as a "precise liaison" for cooperation between China and Portuguese-speaking countries, has fully leveraged the institutional advantages of the "One Country, Two Systems" to facilitate construction of the “Financial Services Platform between China and Portuguese-speaking Countries". Earlier this year, the Macao SAR Government has launched direct connectivity with the Hong Kong bond market, providing convenient channels for international investors, including those from Portuguese-speaking countries, to participate in Macao’s bond market. In the insurance sector, the regulatory system has been continuously refined. The Macao SAR government has initiated research on the Risk-Based Capital Framework for the insurance industry to strengthen solvency supervision and further align with international regulatory standards. This conference brings together insurance regulators, industry leaders, and top talents from China, Portuguese-speaking countries, and the fintech sector for collaborative exchange, promising to deliver new perspectives and profound insights. During his speech, Mr. Xiao Yuanqi emphasized that the global insurance industry still holds immense market potential, in particular, there is a lot of room for development in areas such as personalized healthcare, high-quality elderly care services, wealth accumulation, and secure inheritance, which are expected to achieve faster growth. At present and in the coming period, the global insurance sector must place greater emphasis on addressing interest rate risks, concentration risks, and proactively tackling challenges posed by climate change. Insurance companies should formulate development strategies and business models that align with their resource endowments while maintaining operational resilience, strengthen their capacity to manage operational uncertainties, and cultivate a corporate culture rooted in integrity, compliance, and sustainable development. Regulatory bodies must enhance oversight of asset-liability management and actuarial quality to ensure the long-term, stable growth of the global insurance industry. During her speech, Ms. Margarida Corrêa de Aguiar stressed the importance of institutional cooperation and knowledge sharing when facing challenges of the new era. She also highlighted the joint cooperation by AMCM and ASF co-hosting the “High-Level Training and Study Visit” for ASEL regulators in 2025, is the result of partnership between Macao and Portuguese insurance authorities, aims to enhance technical capabilities and promote the exchange of good practices in the insurance supervisory sector. She also pointed out that as digital transformation, cyber risks and artificial intelligence reshape the insurance industry, the regulatory framework needs to be adjusted accordingly to strike a balance between technological innovation, financial stability and consumer protection. In his closing remarks, Mr. Vong Lap Fong, Executive Director of AMCM, said that the conference had brought together regulatory expertise from China and Portuguese-speaking countries, and had fully demonstrated Macao's unique advantages as the “Financial Services Platform between China and Portuguese-speaking Countries". International supervisory cooperation is increasingly important amid the rapid development of digital transformation. As the Rotating President of ASEL, AMCM will endeavour to promote professional exchanges and collaboration between the insurance regulators of China and the Portuguese-speaking countries, so as to enhance their ability to cope with the challenges posed by digitalization, and to promote the steady development of the insurance market, thereby achieving higher economic benefits and social values. The ASEL training activities will last for about two weeks. Representatives from the NFRA and ASF have been invited to share insights on digitalization trends and regulatory developments in the insurance markets of China and Portugal. The programme also featured specialized lectures and workshops led by insurance regulators from AMCM, as well as experts in FinTech and cybersecurity. Key topics include digital transformation in the financial sector, FinTech regulation, data governance, and insurance supervision—all aligned with current industry trends and regulatory priorities. Additionally, the AMCM will arrange knowledge exchanges with Macao’s insurance industry, visit the “Pavilion of China-Portuguese-speaking Countries Commercial and Trade Service Platform”, and in conjunction with the Financial Development Bureau of the Hengqin Guangdong-Macao Deep Cooperation Zone, organize visits to Hengqin, Dongguan, and Shenzhen to explore the latest advancements in insurance technology across Mainland China.

The Economic and Trade Cooperation Conference is Jointly Organised by Guangdong, Hong Kong, and Macao Governments to Showcase GBA Opportunities to the European (Hungarian) Business Community
Mr. Wang Weizhong, Governor of Guangdong Province, Mr. Erick Tsang Kwok-wai, Secretary for Constitutional and Mainland Affairs of the Hong Kong SAR Government, Mr. Vincent U, President of the Commerce and Investment Promotion Institute (IPIM), and other officials and representatives from Guangdong, Hong Kong and Macao attended the Guangdong-Hong Kong-Macao Greater Bay Area and Europe (Hungary) Economic and Trade Cooperation Conference held in Budapest on 16 May. The Conference, jointly organised by the People's Government of Guangdong Province, the Hong Kong SAR Government and the Macao SAR Government, garnered attendance from over 300 guests, including senior political and business figures from European nations such as Hungary, alongside representatives from the Greater Bay Area (GBA). A total of 36 cross-border cooperation project agreements were officially signed at the Conference. Among these projects, digital payment service providers from Macao and Hungary signed a letter of intent to establish a bilateral retail digital gateway ecosystem, facilitating the development of cross-border payments between the two regions. Trade Platform Advantages Promoted with Examples of European Enterprises Operating in Macao At the event, IPIM President Vincent U highlighted the advantages of Macao as a trade platform, including its free economic zone status, low and simple tax regime, and extensive overseas network, exemplified through the operations of European enterprises in the city. He also introduced the new development opportunities in Macao across various emerging industries like big health, high technology, modern financial services, MICE, commerce and trade, culture and sports. A Hungarian environmental company that established its GBA headquarters in Macao in 2022 praised after the meeting that the city’s favourable business policies aligned with international standards. Since establishing the subsidiary in Macao, the company has already marketed its products to local integrated resort operators and intends to further expand its business into the GBA market. During the event, many European companies sought information regarding investing in Macao, and some companies even expressed their interest in partaking in Macao's signature exhibitions and establishing operations in the region. This event is an initiative of the governments of Guangdong, Hong Kong and Macao to promote the GBA, strengthening global investment cooperation, and implementing the instructions of the Outline Development Plan for the Guangdong-Hong Kong-Macao Greater Bay Area. Following this event in Hungary, the governments of the three regions will hold the Guangdong-Hong Kong-Macao Greater Bay Area and Africa (Egypt) Economic and Trade Cooperation Conference in Cairo, Egypt on 19 May to promote investment cooperation between the GBA and Africa.

Task Force for Guangdong-Macao Food Safety Cooperation visits Guangdong to deepen exchanges in food safety
With the aim of actively promoting the cooperation and exchange in food safety area between Macao and the Greater Bay Area cities, under the “Framework Agreement on Exchange and Cooperation in Food Safety for Macao and Guangdong”, the Municipal Affairs Bureau (IAM) and the Guangdong Administration for Market Regulation jointly organised a Guangdong-Macao food safety exchange activity in Jiangmen, Guangdong in early May. Through seminar and site visits, the communication of food safety information among the regions is enhanced to strengthen food safety supervision. At the seminar, the food safety supervision authorities of Guangdong and Macao introduced their respective work in food safety in recent years. In addition, the Guangdong Administration for Market Regulation gave an introduction of the progress of food safety supervision in smart catering service, the supervision situation of special food products, the relevant registration and record systems and other content. During the activity, both the Guangdong and Macao parties carried out exchange and discussions on the promotion of high-quality development of the food industry. They also visited the special food enterprises, food and beverage enterprises and centralised food delivery entities, etc. in Jiangmen. Under the “Framework Agreement on Exchange and Cooperation in Food Safety for Macao and Guangdong”, Guangdong and Macao constantly maintain close communication and connection in food safety cooperation and information exchange. Various training and exchange activities on the theme of food safety have been organised to further elevate the capacity to respond to food safety incidents. IAM and the members of the Guangdong Food Safety Committee will continue to expand cooperation and jointly raise the food safety supervision ability among the regions. The units and representatives participating in the exchange activity include Macao members of the Task Force for Guangdong-Macao Food Safety Cooperation, comprising IAM, the Customs of Macao Special Administrative Region, the Health Bureau, the Economic and Technical Development Bureau, the Macao Government Tourism Office and the Consumer Council, the representatives of Guangdong Administration for Market Regulation, and the representatives of the Administration for Market Regulation of the nine Mainland cities of the Greater Bay Area, the Guangdong Institute of Food Inspection and the food enterprises of Guangdong.

CE: Ensure firm implementation of Director Xia Baolong’s important directives
The Chief Executive, Mr Sam Hou Fai, said the Macao Special Administrative Region (MSAR) Government will adhere to the “four expectations” outlined by Director Xia Baolong during his latest inspection tour of Macao. The Government will do so while uniting all sectors of the community in order to advance the city’s high-quality development under the “One country, two systems” principle with Macao characteristics. Mr Sam made the remarks today during a press conference at the Government Headquarters following the six-day inspection tour of Macao by Mr Xia, Director of the Hong Kong and Macao Work Office of the Central Committee of the Communist Party of China and Director of the State Council’s Hong Kong and Macao Affairs Office. The MSAR Government would be steadfast in its vital role as the primary governing entity and first-line responsible body for Macao, in addition to applying the spirit of the important speeches made by President Xi Jinping in practical ways, said Mr Sam. During the press conference, the Chief Executive thanked Director Xia for conveying President Xi’s warm greetings to the people of Macao, for affirming the good start made by the new-term MSAR Government and its deployments on policy matters, and for providing critical guidance for Macao’s next-phase development. Director Xia had made a comprehensive six-day inspection tour of Macao, noted Mr Sam. He had meetings with heads of the city’s executive, legislative, and judicial branches; panel meetings with representatives from various sectors, and field visits to over 10 key locations. These visits included: the Former Residence of General Ye Ting; the Xian Xinghai Memorial Museum; the Macao Giant Panda Pavilion; the Macao University of Tourism; the site for the Macao-Hengqin International Education University Town; Macau International Airport Hengqin Upstream Cargo Terminal project; the Lin Zexu Memorial Museum of Macao; the Dom Pedro V Theatre; Macao’s surrounding waters; and several plots of land reserved for development. During these site visits, Director Xia conducted a comprehensive review of Macao’s current socioeconomic conditions, future development plans, and the progress of the MSAR Government’s various policy initiatives. He paid particular attention to several key areas, including: Macao’s appropriate economic diversification; development of the Guangdong-Macao Intensive Cooperation Zone in Hengqin; cultural heritage preservation; urban renewal of older districts; and planning relating to maritime zones. Director Xia gave important guidance on these topics. Mr Sam pledged that the MSAR Government will thoroughly study Director Xia's instructions, systematically allocate tasks, and ensure full implementation of his directives. The Chief Executive highlighted seven areas of work to be strengthened. First, is the need to strengthen crisis awareness in the community, and strengthen effort in relation to appropriate economic diversification as a matter of great urgency. The current era is witnessing accelerated evolution of transformations unseen in a century, with complex and profound changes reshaping the international geopolitical landscape. Against this backdrop, Macao faces growing uncertainties and instabilities in its external development environment. Moreover, Macao’s undiversified economic structure remains fundamentally unchanged, while neighbouring regions are intensifying the competition in the tourism and gaming sectors. This, coupled with Macao’s over-reliance on a single revenue stream – with public finances remaining heavily dependent on gaming receipts – means that the city’s capacity to withstand economic shocks remains limited. Such a situation has to be recognised by society as a whole. Macao must forge consensus and expedite efforts to achieve appropriate economic diversification, thereby fostering the city’s sustainable socioeconomic development. Second, is the need for the industrial and commercial sectors to play a greater role in the MSAR’s development and in national progress. This requires upholding the fine tradition of patriotism for the country and loyalty to Macao, and requires demonstrating both the courage and aptitude for necessary struggles. There is a need to stay united in safeguarding the interests of the nation and of Macao. The industrial and commercial sectors and entrepreneurs should align their business growth with the prosperity of the MSAR and the development of the country. With steadfast confidence, they should regard Macao as their home, and focus sharply on the MSAR’s priority development objectives. Through concrete actions - particularly in advancing appropriate economic diversification and developing the Cooperation Zone – development plans should be turned into tangible projects, providing substantive contributions. Third, is the need to grasp accurately the meaning of the strategic positioning of “Macao + Hengqin”, and to intensify efforts to advance development of the Cooperation Zone. It must always be borne in mind that construction of Hengqin was rooted in the original intention to promote Macao’s appropriate economic diversification. It is essential to treat construction of Hengqin as Macao’s own affair, enhancing Macao’s sense of responsibility, mission, and urgency in relation to that. It is necessary to remember President Xi’s important directives regarding three key assessment criteria to evaluate effectiveness of the Cooperation Zone’s development, introducing bold reforms and innovations, and strengthened connection in hardware, software and people-to-people ties between Macao and Hengqin. It is necessary to transform the Cooperation Zone into Macao’s beautiful “backyard” and pave a new path for Macao’s long-term development. Fourth, is the need to leverage Macao’s inherent advantages to broaden openness and expand its prominence on the international stage. Further effort should be made to: develop key markets in Portuguese-speaking and Spanish-speaking countries; explore emerging markets across the Middle East, Southeast Asia and Africa; substantially expand global commercial networks to widen Macao’s international circle of cooperation; enhance domestic connectivity and external linkages; and promote China's and the MSAR’s narratives to the world. Fifth, is the need to advance Macao’s four major infrastructure projects in an orderly manner. These strategically-conceived initiatives – carefully planned by the MSAR Government to serve Macao's interests, the nation’s priorities, long-term development needs, and overarching objectives – represent pivotal instruments for enhancing Macao's progress and deepening its integration with national development strategies. The MSAR Government will mobilise and allocate necessary resources to advance these four major projects through phased implementation, with a view to maximise their catalytic effects and generate fresh momentum for Macao's transformation. Sixth, is the need for local patriotic and love-for-Macao associations to persist in strengthening their development. Macao has deeply-rooted traditions of patriotism for the country and loyalty to Macao. In this new phase, it is necessary to embed further these core values, while consolidating and expanding patriotic force. The associations should pursue continuous self-improvement through institutional reform and innovation, adapting to contemporary requirements, including enhancing political participation capabilities and optimising delivery of community services. Seventh, is the need to optimise youth development initiatives to support better the young people of Macao. During his inspection visit, Director Xia showed particular interest in the welfare and prospects of Macao’s young people, attentively listening to the views of young professionals and university students across various sectors. The MSAR Government will implement robust measures to: create conditions conducive to young people’s personal and professional development; provide comprehensive support for their education, employment and entrepreneurship; and address pressing concerns identified by young people. At today’s press conference, the Chief Executive said that as Macao enters a new development phase, the MSAR Government will unite all sectors of society in fully and accurately implementing the “One country, two systems” principle, “Macao people governing Macao”, and the principle of the city’s high degree of autonomy. The Government will remain steadfast in realising all policy measures necessary. The Government is confident that under the central authorities’ strong leadership and with substantial support from the State Council’s Hong Kong and Macao Affairs Office, and the Liaison Office of the Central People’s Government in the MSAR, Macao will leverage its unique positioning and distinctive advantages; effectively implement all the central authorities’ policies that benefit Macao; and consolidate cross-sectoral collaboration. Through this strategy, Macao will overcome all challenges, pioneer new frontiers of development, and achieve fresh milestones, while continuously advancing high-quality implementation of the “One country, two systems” principle, and making significant contributions to the Chinese path to modernisation and to national rejuvenation. During the press conference, Mr Sam took questions regarding maritime zone planning; a blueprint for a high-level cultural and tourism zone; industrial restructuring; economic and tax base expansion; plans for Macao officials’ overseas visits in the second half of this year; enhanced Hong Kong-Macao cooperation mechanisms; accelerated development of the Cooperation Zone; development prospects of local patriotic associations; and initiatives to attract foreign investment and top-tier talent.

On the morning of 12 May (Monday), Director of Hong Kong and Macao Work Office of the Central Committee of the Communist Party of China Central and Director of the State Council’s Hong Kong and Macao Affairs Office, Mr Xia Baolong, held a panel meeting in Macao with representatives from Macao’s industrial and commercial sectors, focusing on the implementation of President Xi Jinping’s important speeches during his visit to Macao, which promote the development of Hong Kong and Macao, and facilitate in-depth exchanges on quality national development. After attentively listening to the opinions from 21 representatives of Macao’s industrial and commercial sectors, Mr Xia Baolong said that President Xi has delivered a series of important speeches last December during his visit to Macao for attending the celebration of the 25th anniversary of Macao’s return to the motherland. President Xi scientifically outlined the blueprint for the development of the “One country, two systems” principle, providing a guidance for the development of Hong Kong and Macao. Mr Xia said that learning and implementing the spirit of President Xi’s important speeches is significant for understanding the current situation, maintaining composure, resolutely overcoming challenges, and focusing our efforts on properly completing our jobs, thus creating a new landscape for the development of Hong Kong and Macao amid profound changes. Mr Xia Baolong said that the industrial and commercial sectors, and entrepreneurs in Hong Kong and Macao are known for upholding their glorious tradition of being loyal to the country and to their special administrative regions. At critical moments, they always step forward to take responsibility for the country and share the burdens, leaving behind a rich legacy. As the saying goes, “the rise and fall of a nation is the responsibility of every citizen”, as we are offsprings of the Chinese nation, patriotism is our duty, our responsibility, and our mission. Mr Xia said that throughout China’s development in the past, patriotic businessmen, including many Hong Kong and Macao entrepreneurs, have successively linked their personal aspirations and business development with the fate of the nation. They fearlessly confronted colonialists and resisted the suppression from the Western powers, bravely overcoming challenges, and their actions embody the spirit of “great merchants that serve the nation and its people”. He said that throughout history, generations of Hong Kong and Macao entrepreneurs have deeply ingrained their love for their country into their veins, vividly showcasing a legacy of patriotism and deep attachment to their homeland. Mr Xia Baolong praised Hong Kong and Macao industrial and commercial sectors and entrepreneurs have created remarkable commercial legends throughout the dynamic economic development, consistently aligning themselves with the currents of China’s economic growth. The destinies of Hong Kong and Macao have always been intertwined with that of Chinese mainland; the future of individuals, businesses is inextricably linked to the future of the nation. Mr Xia said that Hong Kong and Macao entrepreneurs have stood in solidarity with the nation, overcoming numerous challenges, breaking through blockades, and surpassing expectations under pressure, demonstrating what it means to “stand and fight”. By contributing to the nation’s development, they have not only contributed to the nation but also fostered the growth of Hong Kong and Macao and achieved personal success. Some have expanded from single businesses to integrated operations, others from local presence to multi-location operations, and yet others from single factories to large corporations and groups, witnessing exponential growth in their business strength. Practice has proven that businesses and the nation are a community of shared destiny, only by integrating business development into the vast stream of national development can they navigate the waves of the times. Looking ahead, Mr Xia Baolong said that Hong Kong and Macao industrial and commercials sectors and entrepreneurs must stand on the right side of history, firmly align with the nation, and courageously fight to withstand challenges and secure development and a bright future. In today’s world, openness and cooperation remain the historical trend, and mutual benefit and win-win solutions are the shared aspiration. Unilateralism and hegemonic tactics will ultimately backfire. We must not harbour any illusions about the nature of hegemonism. Hong Kong and Macao are precious jewels of the nation, fertile ground for investment, and a paradise for entrepreneurship. However, some begrudge the success of Hong Kong and Macao and are scheming to destroy this blessed land. The people of Hong Kong and Macao will never agree to this. Mr Xia Baolong stressed that capital has no national boundaries but businessmen have their own motherland. No enterprise can development without the support of the motherland; without a strong motherland, businesses can hardly develop; without the strong backing of the nation, enterprises can hardly set a solid foundation. As the main driving force for the economic development of Hong Kong and Macao, the industrial and commercial sectors and entrepreneurs in both special administrative regions should be particularly clear in their stance and conscious in their actions, thus growing stronger in the face of adversity. In response to hegemonic practices, there are two distinct manifestations: One is to be spineless, “kneeling down” to beg for mercy. Some actively offer “pledges of loyalty”, some advocate that “businessmen should pursue profits above all else”, thereby disregarding the national interest. Such people must be disdained by the Chinese people, including compatriots in Hong Kong and Macao. The other type of people are tough, they stand up and fight resolutely, demonstrating the indomitable character of Chinese people. Some would rather wear electronic shackles than surrender, and some would take up legal arms and fight back. Such people are heroes and are admired by the Chinese people, including our compatriots in Hong Kong and Macao. Mr Xia said that in terms of the great upheaval, at the critical moment in the history of the Chinese nation, we should continue to uphold the proud tradition of patriotism and love for Hong Kong and Macao, and jointly safeguard the practice of “One country, two systems” principle to achieve steady and far-reaching development. Mr Xia Baolong put forward four aspirations to the industrial and commercial sectors and entrepreneurs in Hong Kong and Macao: First, we must uphold the combative spirit and unite to love the country and protect Hong Kong and Macao. When national interests are undermined, everyone should stand up to the bottom line of national interests, and consciously link their own business with the prosperity of Hong Kong and Macao as well as the development of the nation. When our nation is being sanctioned, we should be united and demonstrate our sense of honour and dignity. Second, we must maintain strong confidence in development, and to continue striving for growth and development in Hong Kong and Macao. Enterprises should align their strengths with the needs of Hong Kong and Macao, fully exploit the strengths and resources of Hong Kong and Macao, take the initiative to identify and respond to changes, and concentrate on strengthening and expanding their businesses, to attract and retain good resources in Hong Kong and Macao. The promotion of appropriate economic diversification of Macao’s development is of the utmost importance, we must build up our awareness of potential risks, be vigilant in times of peace, unify our mindset, and take immediate action to put the development blueprint into practice on practical projects. In particular, the development of Hengqin should be regarded as Macao’s own business, and the positioning of “Macao + Hengqin” should be fully understood, with more solutions and investment projects to create a new path for the long-term development of Macao, and to leave a sustainable development foundation for future generations. Third, we must leverage our strengths in order to break through challenges, expand openness and engage globally. It is essential to vigorously expand the international business network, continue to consolidate economic and trade ties with traditional markets, proactively connect with national strategies such as the Belt and Road initiative, and actively explore emerging markets, such as the Middle East, Southeast Asia and Africa. Cooperation with Portuguese-speaking countries and enterprises should continue to be deepened, with a view to jointly developing the markets of Portuguese-speaking countries. The enterprises should actively attract overseas talented people to return to Hong Kong and Macao for development, and make great efforts to import overseas talented people of advanced expertise in shortages to Hong Kong and Macao, so as to establish an international hub of high-end talents. Fourth, we must tell the good stories of Hong Kong and Macao to the world, with a clear message of honouring Hong Kong, Macao, Chinese mainland. The enterprises should take the lead in publicising “One country, two systems” and the advantages of Hong Kong and Macao, thus, to boost confidence in the development of Hong Kong and Macao. We should also leverage the advantages of our extensive international connections and invite more overseas friends to visit us, showcasing the vibrancy and charm of Hong Kong and Macao, and jointly telling the good story of “One country, two systems” principle. Mr Xia Baolong concluded that no matter how the global situation changes, China’s door will continue to open and widen. He expressed his hope that foreign friends who have already established businesses in Hong Kong and Macao, or those planning to invest in Hong Kong, Macao and Chinese mainland, would hold us in high regard and invest in our places, striving to grow their businesses, achieving success, and realising their dreams in Hong Kong and Macao - an open, inclusive and diverse business environment, and in China - a peaceful, just and benevolent country.

The Chief Executive, Mr Sam Hou Fai, said an address given on Monday (12 May) by Director Xia Baolong was visionary, substantive, and inspiring, and had generated enthusiastic responses across Macao’s industrial and commercial sectors, as well as in the wider community. On Monday, Mr Xia, Director of the Hong Kong and Macao Work Office of the Central Committee of the Communist Party of China and Director of the State Council’s Hong Kong and Macao Affairs Office, held a meeting in Macao with a panel of people representing the local industrial and commercial sectors. He arrived in Macao for a six-day inspection tour on Thursday (8 May). During Monday’s meeting, Director Xia highly commended the industrial and commercial sectors of Hong Kong and Macao for their glorious tradition of patriotism, and their significant contributions to national development during different historical periods. Director Xia urged them to uphold this tradition, and to fully demonstrate the noble spirit of business in the service of both country and people. Director Xia also asked those present to understand that their enterprises and the nation share a common destiny, and urged the integration of personal aspirations with national development goals. In the face of the profound and complex changes in the current international landscape, Director Xia put forward clear expectations and requirements for Hong Kong’s and for Macao’s industrial and commercial sectors. He said the industrial and commercial sectors should further serve as a main force in economic development, and – in Macao’s case – play a greater role in the city’s progress and in national development in the new era. The Chief Executive said that the Macao Special Administrative Region (MSAR) Government will unite and lead the industrial and commercial sectors, as well as the wider community, to study thoroughly – and comprehend – the essence of Director Xia’s address. The MSAR Government will consolidate consensus locally, and elevate perspectives, in order to propel Macao’s industrial and commercial sectors toward more substantive contributions to the economy, through greater use of initiative and concrete actions. These efforts aim to sustain the MSAR’s long-term prosperity and stability, while advancing the nation's development and the grand cause of national rejuvenation. Mr Sam outlined three points raised in Director Xia’s address. First, there is a need to maintain a clear stance by resolutely supporting and serving the nation. Capital might know no borders, but entrepreneurs have a homeland. Amid the current complex environment – situations involving intense struggles in the fight for interests – Macao’s industrial and commercial sectors and entrepreneurs must stand on the right side of history, and align with the nation. On matters of principle, they must remain mentally sharp and act conscientiously, continuing to uphold the glorious tradition of patriotism and love for Macao. They should courageously safeguard national sovereignty, security, and development interests. Second, there is a need to remain steadfast, with confidence firmly rooted in Macao, in order to build up the MSAR. The successful practise of the “One country, two systems” principle with Macao characteristics has entered a new stage. Under this unparalleled institutional advantage and with the strong support of the central authorities, Macao’s development rests on a broad and promising path. The industrial and commercial sectors and entrepreneurs should regard Macao as their home, focus on the key tasks of Macao’s development, and support the MSAR Government’s law-based governance. They should contribute more substantially to promoting Macao’s appropriate economic diversification effort and advancing the construction of the Guangdong-Macao Intensive Cooperation Zone in Hengqin. By integrating business growth with Macao’s development, they can achieve better business outcomes while jointly ensuring the steady and long-term success of “One country, two systems” in Macao. Third, is the need to leverage advantages to expand openness and achieve greater accomplishments. The industrial and commercial sectors and entrepreneurs should fully utilise Macao’s unique strengths under the “One country, two systems” principle, in order to play a more significant role on the international stage. More effort should be made to: explore key markets such as Portuguese-speaking countries; expand Macao’s global network; break through encirclement; enhance connectivity; and attract more international investment and high-quality resources to Macao. The effort of those involved in the MSAR’s industrial and commercial sectors would help Macao reinforce its positioning as an important bridgehead for the nation's high-level opening up, and help promote China's and Macao's stories to the world. With the strong leadership and support of the central authorities, the MSAR Government will unite and lead the industrial and commercial sectors and the wider community to implement fully, accurately, and resolutely the “One country, two systems” principle. With confidence and courage, Macao will overcome all challenges, advance various undertakings, achieve better development, and write new chapters in the successful practising of “One country, two systems” with Macao characteristics.
