30 Innovative Infrastructure Technologies and Products from Fortune 500 Companies Make Their Debut at 16th IIICF
The “Debut@Macao—Launching Ceremony for Innovative Deliverables”, one of the highlights of the 16th International Infrastructure Investment and Construction Forum & Exhibition (IIICF), was on 10 June. Eleven companies, including Fortune 500 companies, top 250 global contractors (ENR250), leading industry players, and renowned brands, unveiled 30 infrastructure products and technologies. These included eight global launches, two Asian launches, twelve launches in China, and eight launches in the Guangdong-Hong Kong-Macao Greater Bay Area. The activity provided launch opportunities that would boost IIICF’s professional impact and tangible outcomes while allowing attendees to collectively enhance Macao’s international profile as a vibrant global metropolis. President of the Commerce and Investment Promotion Institute (IPIM) of the Macao Special Administrative Region Vincent U expressed expectations to showcase a range of new technologies, products, deliverables, and solutions through this activity. He added that this would further stimulate innovative vitality in the industry and take international infrastructure co-operation to new heights. Vice Chairwoman of the China International Contractors Association (CHINCA) Yu Xiaohong remarked that this launching ceremony, a new initiative for this year’s IIICF, brought together cutting-edge technologies and solutions from across the global infrastructure sector, facilitating the transition of innovations from R&D to application and encouraging the industry’s high-quality, sustainable development. Representatives from leading infrastructure enterprises and well-known brands noted IIICF’s high level of professionalism and international orientation. Serving as a launch platform, it maximises exposure and outreach, effectively helping enterprises connect with target audiences. Preliminary contact was made with traders from ASEAN and European countries and regions, many of whom were from new markets, thereby strengthening both domestic and international connectivity. Launching 30 technologies and products During the ceremony, Vincent U and Yu Xiaohong presented plaques to representatives of the eleven participating companies. The company representatives also introduced and promoted their debut products and technologies, providing attendees with in-depth information and establishing a platform for dialogue and co-operation. The 30 debut items span multiple sectors, including green and low-carbon technologies, smart construction, intelligent transport, smart construction sites, new materials, and new processes. Combining the exhibition with over 250 thematic and supporting activities The 16th IIICF, co-organised by CHINCA and IPIM, opened to the public today on 10 June and will run for three consecutive days at Cotai Expo, The Venetian Macao. The event features an exhibition alongside over 250 thematic and supporting activities, and all attendees are welcome. The Report on the Belt and Road Infrastructure Development Index (2025) and The Report on Portuguese-speaking Countries’ Infrastructure Development Index and Macao’s Achievements in Belt and Road Initiative (2025) was released on 11 June, after the opening ceremony. 2024 Annual Report of the CCAC of Macao published in Official Gazette
The 2024 Annual Report of the Commission Against Corruption of Macao was published in the Official Gazette of the Macao Special Administrative Region today (11th June). In 2024, the CCAC placed a total of 293 cases on file, including 113 processed by the Anti-Corruption Bureau and 147 processed by the Ombudsman Bureau. In addition, there were 33 mutual assistance cases placed on file at the request of law-enforcement agencies outside the region and 393 cases archived or referred to competent departments for follow-up for the reason that they did not meet the conditions to be placed on file. Regarding the fight against corruption, the CCAC investigated and handled two cases of bribery occurred in the private sector. According to the CCAC, it was the first time that some integrated resort enterprises took the initiative to file complaints against alleged bribery in the private sector involving their employees, which reflected a change in the society’s attitude towards the processing of cases involving bribery in the private sector. As to the public sector, the CCAC looked into and handled some cases, such as the case of defrauding the Science and Technology Development Fund. In addition, the CCAC took the initiative to follow up and investigate the doubts revealed in the audit report made by the Commission of Audit in relation to a public fund. Although no crime was found, the CCAC requested the fund to improve the relevant procedures and plug the loopholes in supervision concerning the administrative problems discovered in the investigation. The CCAC points out that recent years have seen a significant decrease in the number of cases where public servants capitalise on their powers and functions to accept bribes. Nevertheless, during the last year, there were still several cases of violation of general duties such as the duty of assiduity and the duty of punctuality. The CCAC reminds all public servants that, as executors of public power, their conduct directly affects the credibility and the level of integrity of public services. Therefore, public servants should, from the beginning of their duties, remain loyal and dedicated, and should avoid becoming reckless or negligent due to the increase of their seniority or professional progression. As regards ombudsman actions, the cases mainly involved the areas of public service regime, municipal affairs and people’s livelihood, and land and public works. Among them, the public service regime remained the focus of attention, particularly about the disciplinary matters of public service workers, management and operation of public services and personnel recruitment, among other issues. In addition, the areas of municipal affairs and people’s livelihood covered environmental hygiene, noise problems, administrative licences and occupation of public land and so forth. As to the area of land and public works, the issues mainly involved illegal works, land concession procedures and inadequate supervision on public works, among others. The CCAC stresses that it will take advantage of its dual function as a corruption fighter and an ombudsman and support the government to continuously improve its governance. In 2024, the CCAC opened a comprehensive investigation file in the scope of ombudsman’s office to follow up cases of claiming false sick leave initially investigated in the scope of corruption fighting. As regards the operation and the regime pertaining to sick leave of workers of the Public Administration, it put forward its opinions and law revision proposals with a view to improving the operation of the Medical Inspection Committee. As regards its promotion and education work, the CCAC organised a total of 622 seminars, talks and activities for personnel of public and private sectors, residents and students of higher education institutions, secondary schools, primary schools and kindergartens in the year. It also launched the “Workshop on Value of Integrity” and joined hands with a youth association to produce an information programme on corruption prevention so as to strengthen its support for educators in integrity education and implement its “youth-oriented” approach, which allows young people to have more opportunities to directly participate in integrity building. In addition, the CCAC continued to tie in with China in the work of implementation review of the United Nations Convention against Corruption (UNCAC) and fulfil the obligations as a member of the relevant international and regional organisations by participating in various sessions of international meetings. Also, it organised external visits and training activities with a view to broadening the international horizons of its personnel and increasing their professional and law enforcement capacity. The report also points out that 2024 marked another milestone of the CCAC’s development. With the entry into force of the revised law and administrative regulation of the CCAC, the mission and scope of activity of the CCAC have been further clarified. In addition, the regime for investigators has been optimised and the organisation structure has been improved. All these changes will help the CCAC better fulfil its duties and safeguard the public interest and will take forward the development of a more fair, transparent, and clean society. The Annual Report has been submitted to the Chief Executive, Sam Hou Fai, in accordance with the law of the Commission Against Corruption of the Macao Special Administrative Region. Hotel establishments are informed to place notices about the tropical cyclone signal in effect and Macao’s transport arrangements during the typhoon at their lobbies or visible locations. In accord with the weather conditions, visitors are reminded to stay tuned for weather updates and information about transport services and schedules through the tourism industry’s notification system for important information as well as MGTO’s Tourist Information counters in Macao and Hong Kong. The measures are made to facilitate visitors’ timely rearrangement of their itinerary to be least impacted by the typhoon. CE: Portuguese community has contributed significantly to Macao’s healthy development
The Chief Executive, Mr Sam Hou Fai, today stated the Portuguese community has consistently made significant contributions to the healthy development of various undertakings in the Macao Special Administrative Region (MSAR). The MSAR Government will continue to safeguard the multicultural characteristics of Macao society, promote various development initiatives, and strive to enhance the well-being of all Macao residents, including the Portuguese community in Macao. Mr Sam delivered a speech at a reception, held in the evening at the Residence of the Consul-General of Portugal in Macao, in celebration of the Day of Portugal, Camões and the Portuguese Communities. Mr Sam extended to the Portuguese people, Portuguese living in Macao, and the Macanese community, festive greetings and sincere good wishes on behalf of the MSAR Government. He expressed gratitude for the Portuguese community’s unwavering support for, and cooperation with, the MSAR Government's work, as well as their contributions to Macao’s socioeconomic development. The profound historical ties between Portugal and Macao remain visibly significant to this day, said Mr Sam. Today also marks the commemoration of Portugal’s great poet Luís de Camões, who resided in Macao for several years - an important figure in the early cultural exchanges between the two peoples. Mr Sam said that the Chinese and Portuguese cultures have coexisted harmoniously in Macao – one of China’s gateways to the outside world – for centuries. This unique status, as emphasised by President Xi Jinping, has made Macao “the only region in the world with Chinese and Portuguese as official languages”. China and Portugal have maintained sound cooperation and friendly ties, characterised by mutual respect and appreciation for each other’s sociocultural differences, setting a model for bilateral exchanges, noted Mr Sam. Cooperation between the MSAR and Portugal continues to deepen across economic, trade, technological and scientific innovation, human resources, healthcare, education, and cultural sectors, fully leveraging Macao’s distinctive advantages. Mr Sam quoted President Xi’s remarks that “as a place where Chinese and Western cultures merge, Macao should promote international people-to-people exchanges, better present Macao and China to the world, and turn the city into an important window of exchanges between Chinese and Western civilisations”. The MSAR Government remains committed to building a higher-level platform for opening-up, enhancing two-way openness with Portuguese-speaking countries, as well as fostering comprehensive, mutually-beneficial cooperation, and further enriching Macao's role as a China-Portuguese-speaking countries platform, said the Chief Executive. Mr Sam stressed that, with strong support from the Central Government, the MSAR Government is firmly committed to: implementing fully and accurately the principle of “One country, two systems”; upholding the Basic Law; maintaining the long-term continuity of the capitalist system and lifestyle; preserving Macao’s status as an international free port and separate customs territory; and sustaining the European continental-law format of its legal system. CE meets Vice Chairperson of CPPCC National Committee, Ms Xian Hui
The Chief Executive, Mr Sam Hou Fai, met with Vice Chairperson of the National Committee of the Chinese People’s Political Consultative Conference (CPPCC), Ms Xian Hui. The two officials exchanged views on further supporting Macao’s long-term development. During the meeting held on Tuesday (10 June) at Santa Sacha, Mr Sam welcomed to Macao a delegation led by Ms Xian. The Chief Executive noted that the development of the Macao Special Administrative Region (MSAR) has always relied on the enduring care and support shown by the Central Government, and expressed gratitude for the CPPCC’s longstanding efforts in contributing to the MSAR’s progress. The Chief Executive noted he had delivered his inaugural Policy Address in April this year, outlining the overarching governance direction for 2025 and beyond. Mr Sam pledged to lead the MSAR Government team in upholding the spirit of President Xi Jinping’s important speeches made during his inspection of Macao, advancing the practising of “One country, two systems” to achieve greater success, and living up to the trust and expectations of the Central Government. Mr Sam said he hopes that the CPPCC will continue to support Macao’s comprehensive development and sustainable growth. Termination of operation of “satellite casinos” by the end of the year The Macao SAR Government requests proper employee settlement
The Macao SAR Government has received the official notifications from the SJM Resorts, S.A., the Melco Resorts (Macau), S.A. and the Galaxy Casino, S.A. regarding their terminations of operations of 11 “satellite casinos” by 31 December this year. The Macao SAR Government requires the three gaming concessionaires to properly settle the employees affected by the closure of the “satellite casinos” and will closely monitor the development of the relevant situation. Pursuant to the provisions of Law 7/2022, which amends the Legal Framework for the Operations of Casino Games of Fortune, the three-year “transitional period” for “satellite casinos” will expire on 31 December 2025. The three gaming concessionaires, which currently own the “satellite casinos”, have decided to terminate the operations of all the 11 “satellite casinos”, including Casino Grandview, Casino Legend Palace, Casino Fortuna, Casino Landmark, Casino Ponte 16, Casino Le Royal Arc, Casino Emperor Palace, Casino Kam Pek Paradise and Casino Casa Real of the SJM Resorts, S.A., Casino Grand Dragon of the Melco Resorts (Macau) S.A., and Casino Waldo of the Galaxy Casino, S.A. before the expiration of the “transitional period” due to commercial considerations. The SJM Resorts, S.A. will consider acquiring the ownership of the hotels where the Casino Ponte 16 and the Casino Le Royal Arc are located and will apply to the Macao SAR Government to operate the casinos as “directly-managed casinos” after the operation of the “satellite casinos” has ended in accordance with the relevant provisions of the “Gaming Law”. Among the six slot lounges (Mocha Clubs) operated by the Melco Resorts (Macau), S.A. in non-self-owned properties, the three “Mocha Clubs” at Grand Dragon, Royal and Kuong Fat will be closed by 31 December 2025. The company will, pursuant to the relevant provisions of the “Gaming Law”, apply to the Macao SAR Government for the operations of the three “Mocha Clubs” at Golden Dragon, Inner Harbour and Sintra through the hiring of management companies. The Macao SAR Government respects the commercial decisions of the three gaming concessionaires to terminate the operations of all the 11 “satellite casinos” and three “Mocha Clubs” by the end of this year. As regards the SJM Resorts, S.A.’s consideration of acquiring the ownership of the hotels where the two “satellite casinos” are located and of operating the casinos as “directly-managed casinos”, and the Melco Resorts (Macau), S.A.’s consideration of operating the three “Mocha Clubs” through the hiring of management companies, the Macao SAR Government will approve the applications in accordance with the provisions of the “Gaming Law”. The three gaming concessionaires promised the Macao SAR Government that they would settle the employees affected by the closure of the “satellite casinos” and the “Mocha Clubs” properly. The Labour Affairs Bureau will closely monitor the situation concerned to ensure that the rights and interests of the employees are fully guaranteed. The Macao SAR Government will pay close attention to the possible impacts of the closure of the “satellite casinos” and will take appropriate measures in a timely manner. The Macao SAR Government has adopted measures such as amending the “Gaming Law” and the relevant regulations, conducting a new round of bidding for gaming concessions, promoting the implementation of non-gaming projects, etc. to continuously improve the legal system and policy measures of the operation and supervision of the gaming industry, promote the legal, healthy and orderly development of the gaming industry, and creating favourable conditions for the stable socio-economic development of the Macao SAR.

SAR Government legally follows up the closure of satellite casinos through multi-pronged measures
In regard to the impact of the closure of the satellite casinos by the end of this year on their employees, the SAR Government has been highly concerned about the situation and will conduct strict supervision on the transition arrangements made by the concerned gaming concessionaires for their local employees. Meanwhile, the SAR Government will give full assistance to every single local employee affected by the closure to ensure that their legal rights and interests will not be harmed; for those in need, supports such as job matching and vocational training will also be provided. At present, there is a total of about 5,600 local employees working at the satellite casinos; among them, around 4,800 local employees are hired by the gaming concessionaires and deployed to work at the satellite casinos, and around 800 local employees are directly hired by the satellite casino operators. The SAR Government has required the three gaming concessionaires to make proper arrangements and fully absorb their employees deployed, so as to ensure their continuous employment. At the same time, the satellite casino operators also have the responsibilities to make proper arrangements for their directly hired local employees. The SAR government has accordingly rolled out multi-pronged measures. Today the Labour Affairs Bureau has deployed personnel to the satellite casinos, taking part in the meetings held between the human resources departments of the concessionaires and of the satellite casinos and their affected employees, and providing assistance including labour legislation consultation. Moreover, the Labour Affairs Bureau has already operated hotlines (2842 0992 and 2871 7810) and set up designated service counters at its Head Office, Tai Peng Office and Golden Dragon Office to offer one-stop service to the affected employees. Meanwhile, explanation talks related to labour rights and interests will be organized, with an aim of giving full assistance to the affected local employees through these multi-pronged measures. At the same time, the SAR Government has been paying close attention to the business of the surrounding shops of the satellite casinos. The Economic and Technological Development Bureau has recently deployed personnel to conduct field visits for several times to gain an understanding of the business of such shops, so is actively preparing to roll out some measures in such areas, including interdepartmental collaboration in optimizing the whole outlook of the community, and will conduct research on the introduction of any activities and programmes beneficial to the commercial development of such areas, striving to attract more residents and tourists to visit there for spending. Furthermore, the relevant departments have already launched support hotlines, including the Gaming Inspection and Coordination Bureau (2856 9262), the Economic and Technological Development Bureau (8597 2288), and the Monetary Authority of Macao (2856 8856). Hong Kong SAR Permanent Residents may Register Iris Biometrics for Immigration Clearance in Macao Starting from 11 June 2025
Using Iris Recognition for Immigration Clearance Extended to Hong Kong SAR Permanent Residents Along with the accelerated development of the Greater Bay Area, the exchange between Hong Kong and Macao residents is becoming increasingly frequent. To further facilitate the Hong Kong residents to travel to Macao, following the successful implementation of the“Mutual Use of QR Code between Hong Kong SAR and Macao SAR Clearance Service” in August last year, the Public Security Police Force is going to extend the eligible groups for using iris recognition for immigration clearance to the Hong Kong SAR permanent residents who have registered for the Macao automated passenger clearance service starting from 12:00 noon on 11 June 2025. At present, a total of 81 iris automated channels are located at the six checkpoints of Macao namely the Border Gate, Hong Kong-Zhuhai Macao Bridge (Hong Kong-Macao Hall), Airport, Taipa Ferry Terminal, Outer Harbour Ferry Terminal and Inner Harbour Ferry Terminal respectively, 71 of them are equipped with the second-generation recognition device, which have added the face tracking function, enlarged screens, as well as improved voice functions. Since the Public Security Police Force and the Macao Security Forces Affairs Bureau have jointly launched iris recognition for immigration clearance for Macao residents in October 2023, iris recognition does not only solve the problem of some people who are unable to use automated immigration clearance owing to their unreadable fingerprints, but it also enables fast and hygienic contactless immigration clearance with using My Border Crossing QR Code, and its speed is also one to two seconds faster than the traditional form of automated immigration clearance. There are currently 300,000 Macao residents who have registered their iris biometrics for immigration clearance, as of end May 2025, the accumulated number of persons using this service is more than 15,780,000, the utilisation rate in recent months is 42 % of the number of Macao residents using traditional automated clearance channels, which shows that the service is highly efficient and convenient, and is widely welcomed. How to register and use iris recognition for immigration clearance? Hong Kong SAR permanent residents who are aged 11 or above and have registered for the automated passenger clearance service in Macao SAR, may register their iris biometrics by the following methods: a.Passegers aged 18 or above may register their iris biometrics when using the “iris automated channels” equipped with the registration function for the first time, it generally takes about 25 seconds. b.Minors aged 11 to 17 (Note 1) and passengers who fail to register their iris biometrics at the “iris automated channels” can go to the locations below (Note 2) for manual registration of their iris biometrics. As the immigration authority, the Public Security Police Force will conscientiously implement the spirit of President Xi Jinping’s important speeches during his visit to Macao, adhere to the Chief Executive’s governance philosophy of “Striving Together, Upholding Integrity and Innovation” and actively align with the SAR Government’s development positioning of “One Centre, One Platform, One Base”. 15 applications received to form nomination committees regarding Legislative Assembly Election
The Electoral Affairs Commission for the Legislative Assembly Election has received a total of 15 application forms for the endorsement of nomination committees, as of the submission deadline at 5.30pm today. Of the aggregate, nine applications related to the direct-election process and six to the indirect-election process. Those nomination committees with confirmed status can submit to the Electoral Affairs Commission a list of candidates, and their political platform for the 8th Legislative Assembly Election. The deadline for supplying that information is 26 June. Eligible voters and sectoral voters can exercise their electoral rights on 14 September, when Legislative Assembly seats, available to 14 directly-elected members, and 12 indirectly-elected members, will be contested. The Electoral Affairs Commission made available from 6 March – coinciding with the start of the application window – application forms for endorsement of nomination committees. At present, the Electoral Affairs Commission is working to expedite the verification for all nomination committees and will finalise decisions on their legal status by 15 June. After receiving the list of candidates from each nomination committee, the Electoral Affairs Commission will initiate verification procedures to assess candidates’ eligibility and compliance with submission requirements. Specifically, the Committee for Safeguarding National Security of the Macao Special Administrative Regions (MSAR) will determine whether candidates uphold the Basic Law, and pledge allegiance to the MSAR of the People's Republic of China. For candidates deemed non-compliant, the Committee for Safeguarding National Security will issue binding review opinions to the Electoral Affairs Commission. Any Electoral Affairs Commission decisions to disqualify candidates will be based on the review by the Committee for Safeguarding National Security. Such decisions cannot be appealed against or challenged in court. The Electoral Affairs Commission will complete verification of candidate lists by 15 July at the latest. Subsequently, the Electoral Affairs Commission will strictly adhere to Legislative Assembly Election Law to advance election procedures, particularly implementing the revised electoral law to reinforce the principle of “patriots governing Macao”. This ensures voters can contribute to forming the new-term Legislative Assembly through a fair, just, and corruption-free electoral process.

“Macao．Hengqin Craft Market” opens this Thursday
The “Macao．Hengqin Craft Market”, jointly organised by the Livelihood Affairs Bureau of the Guangdong-Macao In-depth Cooperation Zone in Hengqin and the Cultural Affairs Bureau of the Macao SAR Government, will be held from 12 to 15 June at the Hengqin Culture and Art Complex, featuring over 100 stalls of cultural and creative products and gastronomy. All are welcome to participate. The press conference of the “Macao．Hengqin Craft Market” was held today (9 June) at the open-air theatre of the Hengqin Cultural and Art Complex in the Guangdong-Macao In-depth Cooperation Zone in Hengqin, with the presence of the Director of the Livelihood Affairs Bureau of the Guangdong-Macao Hengqin In-depth Cooperation Zone in Hengqin, Fong Fong Tan; and the President of the Cultural Affairs Bureau of the Macao SAR Government, Leong Wai Man. The “Macao·Hengqin Craft Market” was well-received by residents from both Macao and the Hengqin Cooperation Zone over the past two years. In order to further promote exchanges in cultural and creative industries between the two regions, the event is held again this year. The Cultural Affairs Bureau has organised the participation of 50 Macao-based cultural and creative brands through an open call to promote local original products. The Market will be held from 12 to 15 June (Thursday to Sunday), from 2pm to 9pm, at the Hengqin Cultural and Art Complex, featuring 150 stalls from Mainland China, Macao, Hong Kong and Southeast Asia. In addition, there are special exhibition booths dedicated to the 15th National Games of the People’s Republic of China and Macao’s Intangible Cultural Heritage items, showcasing and selling related products and handicrafts of local intangible cultural heritage. During the event, live performances and “Artistic and Cultural TALK” are held, fostering the cultural and artistic development and exchanges.
