Chief Executive, Edmund Ho, today (22nd) underlined that the Government training will start with the backbone of various government departments and gradually extend to civil servants of all ranks.
The Chief Executive delivered his speech at the launching ceremony of the "Executive Management development programme" held in the Cultural Center. The Secretary for Public Administration and Justice, Florinda Chan, Singapore's Consul General, Chan Heng Wing, the director of the Singapore Civil Service College, David Ma were also presented at the ceremony.
Mr. Ho noted in his speech that the launching of the programme signified a major advancement in the cooperation between Singapore and Macau.
"Through the specific training courses, knowledge, techniques and new concepts can be introduced into the public management in the future." Mr. Ho stressed.
At the same occasion, Ms. Florinda Chan stated that the training program, which helped to reinforce the quality of the civil servants, was a long-term investment, adding that the SAR Government was dedicated to raise the quality and competitiveness of the civil servants.
A delegation led by Ms. Chan had vistied Singapore last October to organize the training programmes with the Civil Service College (CSC) of Singapore. A Memorandum of Understanding was signed between the Public Administration and Civil Services (SAFP) of Macau SAR and the Civil Service College of Singapore during the visit.
The Singapore's Consul General, Mr. Chan Heng Wing, said that the fact that the programme started only six months after the agreement was reached last year showed that the Macau SAR government has a strong will to raise the service quality of its civil servants.
The training course cost less than 20 million patacas. Six hundred civil servants will attend the program over a period of two years. Courses will be held in Macau and Singapore respectively.
Institute for Public Administration and Management is one of main institutes of Singapore Civil Service College, which focused on training new officers in the public service on modern management concept and technique.
